Opportunity Overview
The Kansas Department for Aging and Disability Services (KDADS) administers the Nursing Home Civil Money Penalty Reinvestment Program (CMPRP) for projects that benefit Kansas nursing-facility residents and protect or improve their quality of care or quality of life. Funding and Timing
KDADS does not publish a single universal Kansas award ceiling or a fixed application deadline on the current CMPRP page. Under CMS memorandum QSO-25-26-NH, the ordinary funding cap for Resident or Family Council, Consumer Information, Training to Improve Quality of Care, and Activities to Improve Quality of Life is $6,000 per facility per project topic, increased from $5,000. CMS states that a nursing home may participate in up to three separate training programs over a three-year project duration, allowing up to $18,000 per facility across three distinct project topics. CMS may consider requests above established caps case by case when strongly justified. Kansas currently lists pending multi-facility or project awards of $30,000, $179,174.84 and $642,240, so those figures must not be treated as individual-facility caps.
Supported Project Areas
KDADS identifies training, transition preparation, culture-change and quality-of-life work, resident and family councils, and resident-transition projects among potential uses. Current CMS guidance also expressly recognizes mental and behavioral health projects and workforce enhancement projects, and CMS has clarified allowable technology parameters. Technology remains project-specific and must directly support resident-centered quality-of-care or quality-of-life goals. The former Communication Technology and Visitation Aid category was discontinued for new applications effective January 1, 2025.

CMS also posts current CMPRP application resources dated June 12, 2026. Kansas directs applicants to submit applications to KDADS.CMPRP@ks.gov.
