Opportunity Overview

The Kansas Healthy Food Initiative is accepting Round Two applications for its 2026 Predevelopment Technical Assistance Grant Program. The program supports early planning and predevelopment work for projects that expand healthy food access at the retail level in low-resource and underserved Kansas communities.

Funding and Deadline

The current 2026 guidelines state that $200,000 is available for the Predevelopment Technical Assistance Grant Program. Awards will typically range from $5,000 to $40,000, although a larger amount may be considered for projects demonstrating significant need. Projects are limited to one Predevelopment Technical Assistance Grant per year.

Round Two applications are due September 25, 2026 at 11:59 PM Central. Applications are submitted through the KHFI online application form. The current guidelines do not state a matching or cost-share requirement.

Eligibility

Eligible projects must expand healthy food offerings at the retail level and must accept or plan to accept SNAP, or support a retail outlet that accepts SNAP. Projects must serve low-resource and underserved areas of Kansas. Eligible entities include businesses such as corporations, limited liability companies, sole proprietors, cooperatives and partnerships; nonprofit organizations; city or county governments; tribal governments; and food policy councils.

Eligible and Ineligible Uses

Eligible planning and predevelopment activities include community engagement, community food assessments, workshops and training, marketing, market research, feasibility studies, financial analysis, business planning, consulting, appraisals, architectural or design assistance, legal counsel, environmental and energy assessments, and other qualifying preconstruction soft costs.

The current guidelines list food banks or food pantries, nutrition education, research, restaurants, food production, construction, renovation, equipment, land or building acquisition, and operating capital among ineligible uses. KHFI verifies proposed expenses against applicable federal requirements before award.

Application and Review

Applicants should prepare the required project and applicant information, project location and SNAP status, project description, budget, timeline, community need and support, and other application responses in advance because the online form is completed in one sitting. KHFI staff review applications for eligibility and scoring, and the KHFI Investment Committee makes final funding decisions. Applicants are expected to receive award decisions about six weeks after the round closes.
