Opportunity Overview
The Kansas Fights Addiction Grant Review Board has reopened its Responsive Grant Program for 2026. The program is intended for time-sensitive substance-use-disorder needs and opportunities that cannot reasonably wait for a later funding cycle.
Funding and Deadline
The Board has allocated $3 million for calendar year 2026. Applications are accepted year round. The next quarterly application cutoff is November 20, 2026 at 4:00 PM Central Time for the December review. The current revised packet states that, in general, the maximum award is $500,000 per request. Applicants are expected to request only reasonable, necessary, fully justified project costs. Awards are one time and nonrenewable, with projects generally limited to 12 months.
Who Can Apply
Eligible applicants include qualifying Kansas state and local governmental instrumentalities, nonprofit entities, and for profit entities that provide SUD related services in Kansas and satisfy the program’s current legal and tax requirements. Nonprofit and for profit applicants must document that they have been established and providing SUD related services in Kansas for at least three years.
Program Fit and Allowable Costs
Requests must satisfy the current responsive criteria by documenting either an immediate, urgent SUD service need caused by circumstances outside the applicant’s control, or a time sensitive matching or braided funding opportunity that would otherwise be lost. The request must be one time and nonrenewable, show sustainability beyond KFA funding, and have received partial funding and/or sought outside funding sources. Funding cannot supplant other sources. Capital costs may be considered case by case when necessary to the qualifying abatement project, with vendor quotes required when applicable. Indirect operating expenses must be 10% or less of total direct costs.
Required Application Materials
The current packet requires the KFA budget workbook and applicant-type-specific organizational and financial documentation, including a current W-9, current financial statements no older than six months, the most recent completed audit when available and no older than two years, and proof of at least three years of Kansas SUD-related service for nonprofit and for profit applicants. Certain applicant types must also provide three filed federal tax returns no older than five years, including the most recent return. When applicable, applicants must provide capital bids or vendor quotes, a draft scope of work for consultant or contract work over $25,000, and a commitment letter documenting matching or braided funding. Submission is through Fluxx, and applicants should register no less than five business days before the applicable cutoff.

Direct Vendor Review
Dr. Miltie is not advanced as a direct applicant merely because for-profit entities can be eligible. Direct pursuit would require Dr. Miltie to independently satisfy the program’s Kansas SUD service-history requirements and all other applicant controls. Atlas therefore treats this primarily as an eligible-applicant outreach opportunity unless those direct-vendor requirements are definitively met.
