Opportunity Overview
The Kansas Department of Commerce CDBG Community Facilities: Small Grants program supports smaller-scale public-facility projects intended to improve community engagement, health, safety, accessibility, connection, and vibrancy. The current program is most relevant to Atlas for community-serving public facilities, public safety and emergency services, and accessibility improvements. General school or institutional facilities are generally ineligible under the current program rules.
Funding and Deadline
Full applications are due October 16, 2026 at 11:59 PM Central Time. The maximum award is $210,000, and total project cost may not exceed $231,000. The required match is 10% of the CDBG grant request.
Eligible Applicants and Projects
Only eligible non-entitlement Kansas cities and counties may apply through the State CDBG program. Kansas City, Lawrence, Leavenworth, Manhattan, Overland Park, Topeka, Wichita, and all of Johnson County are excluded entitlement jurisdictions. Current eligible uses include minor renovations to libraries, community centers and public buildings; parks and recreation improvements; public safety and emergency-service improvements such as emergency sirens, security lighting and storm shelters; ADA and accessibility improvements; and eligible post-award administrative, engineering and architectural services.
LMI, Pre-Application and Readiness
All proposed Small Grant activities must satisfy the Low- and Moderate-Income national objective with at least 51% LMI beneficiaries under the controlling guidelines. An approved pre-application is required before a full application may be submitted. The current Kansas Commerce program page and March 31, 2026 controlling guidelines do not publish a separate pre-application closing date. Commerce states that pre-applications are reviewed within about ten days, so applicants should complete that step promptly and allow sufficient time for approval before the full application deadline.
Citizen participation and an initial public hearing are required. The initial public hearing must occur at least 15 full days before application submission. Applicable construction applications also require a Preliminary Engineering Report or Preliminary Architectural Report and environmental-review documentation. If a vendor supplies a cost estimate for a required PER or PAR, that vendor cannot later bid on the work if the applicant receives an award.

Atlas Opportunity Score: 58/100. N9+ Fit: 0/100. QC Healthcare Fit: 0/100. The program can support community safety, emergency services, accessibility and public-facility improvements, but the published eligible-use language does not establish telehealth, remote physical examination, clinical equipment or healthcare service delivery as allowable. Atlas should not force a clinical-technology fit.
Direct Vendor Review
Dr. Miltie, LLC and QC Healthcare are not eligible direct applicants because applications are limited to eligible Kansas cities and counties. The mandatory match also blocks direct pursuit under current Atlas rules. Any later vendor or subcontract role must be applicant- and project-specific, procurement-compliant, and must respect the PER/PAR cost-estimate vendor restriction.
Next Action
For an eligible non-entitlement Kansas city or county, submit and obtain approval of the required pre-application promptly, then verify public-hearing timing, secured match, LMI documentation, applicable PER/PAR and environmental materials, current forms, and Salesforce Grants Portal readiness for the October 16, 2026 at 11:59 PM CT full-application deadline. Do not pursue N9+ unless Kansas Commerce expressly confirms a relevant technology use as eligible.
