Opportunity Overview
The Kansas Department of Commerce 2026 Community Development Block Grant (CDBG) Water and Sewer Infrastructure program supports critical water and wastewater projects that improve reliability, safety, regulatory compliance, environmental quality, and public health in eligible Kansas communities.
Funding and Deadline
Kansas Commerce lists $1.5 million in total 2026 program funding, with an award ceiling of $800,000 per project and a funding ceiling of $2,000 per beneficiary. The program requires a 25% match of the CDBG grant request. Full applications are due October 16, 2026 at 11:59 PM Central Time.
Eligibility
Direct applicants are eligible Kansas cities and counties. State CDBG entitlement communities are not eligible: Kansas City, Lawrence, Leavenworth, Manhattan, Overland Park, Topeka, Wichita, and all of Johnson County. Communities with an open CDBG project that is currently in a time extension are also ineligible until that project is successfully closed.
Water and Sewer Infrastructure applications must meet the CDBG national objective of benefiting low- and moderate-income persons, with at least 51% LMI beneficiaries, documented through approved census data or an approved income survey process.
Eligible Uses
Eligible activities include construction or renovation of water and sewer lines, water towers, water treatment plants, wastewater treatment plants, sewer lagoons, water meter replacement, and other necessary water and sewer infrastructure. Eligible professional-service costs can include post-award administration, engineering, and architectural fees.
Match and Readiness Requirements
Matching funds must be secured and documented. At least 10% of the match must be cash from a local source, and in-kind contributions may not exceed 10% of the local match. Costs incurred before grant award are not reimbursable and cannot be counted as local match.
A pre-application was required by September 15, 2026. Kansas Commerce states that only applicants with an approved pre-application may submit a full application. This is therefore an active but gated opportunity as of September 24, 2026. Construction projects also require a qualifying Preliminary Engineering Report or Preliminary Architectural Report, secured match, required public-hearing timing, and environmental-review documentation.
