Funding and Deadline
Applications are accepted from August 1, 2026 through September 30, 2026 at 5:00 PM Central Time. State support is capped at $500 per eligible volunteer. For departments with annual operating budgets under $100,000, the state provides $3 for each $1 contributed locally, up to $500 per volunteer. For departments with annual operating budgets of $100,000 or more, the state provides a $1-for-$1 match, up to $500 per volunteer. If total eligible requests exceed available funds, awards may be reduced pro rata.
Eligible Applicants
The current IEDA program page states that eligible applicants must be an Iowa municipality or a nonprofit organization authorized by law to provide emergency services. Applicants must establish a tax-deferred program consistent with Internal Revenue Code section 457(e)(11), adopt governing guidelines for participant eligibility, and provide the required local matching funds.
Required Documentation
Applicants must provide a governing-board resolution adopting the LOSAP participant guidelines, a completed W-9 for the applying organization, and a roster of eligible volunteers showing name, date of birth, last four digits of Social Security number, requested amount not exceeding $500 per individual, and years of volunteer service. Nonprofit applicants must also provide articles of incorporation, the current approved line-item budget, the most recent IRS Form 990, an investment management agreement establishing the qualifying tax-deferred account, a 28E agreement or other legal designation as the emergency-service provider, and an explanation of the proposed matching funds.
Application Process
Applications are submitted through the Opportunity Iowa Portal. Applicants must register through ID.me, create an individual and organization profile, and submit the LOSAP application during the open application window. Awarded organizations must execute the state contract within 45 days of issuance and provide proof-of-payment and closeout documentation within 90 days after disbursement.
