Broad Eligibility

Only applicants that timely submitted the mandatory August 10 Letter of Intent may submit. Depending on the option, applicants include qualifying Level I through Level IV maternal-care hospitals and networks meeting the RFP requirements; only Iowa-based organizations may receive funds through this procurement.

Iowa HHS issued RFP COMPADM26006 to select maternal-health Hub and Spoke sites that sustain and improve prenatal, delivery, postpartum and maternal mental-health access in rural Iowa. Applicants may pursue a statewide hub, expansion from Level I to Level II maternal-care capacity, or a network of Level I and Level II spoke hospitals.

The mandatory Letter of Intent was due August 10, 2026. For qualified applicants, Iowa HHS specifically expects support for technology setup, consultation workflows, scan or test-result transfer and related services needed to establish rural consultation capacity across maternal/neonatal and mental-health service lines.
