The Iowa Department of Natural Resources Water Recreation Access Cost Share Program (WRAC) supports Iowa political subdivisions constructing or improving public boating access facilities on Iowa lakes and streams, including boat ramps, loading and off-loading docks, and other structures that increase public access.
Deadline and Submission
Applications are due September 30, 2026 at midnight. Iowa DNR does not state a time zone on the current program page, so Atlas does not infer one. The official application must be submitted through Iowa DNR’s SlideRoom portal. DNR also provides optional Word, PDF, and Google Doc working versions for collaboration, but those are not the official submission channel.
Eligibility
Eligible applicants are political subdivisions of the State of Iowa. The project must have at least a $1,000 cost-share-eligible estimate, and the application must be submitted and approved before the local sponsor expends funds. For development grants, the project site must be under the applicant’s physical control through fee title, lease, management agreement, or easement for a term commensurate with the useful life of the proposed development.
Funding and Match
The standard funding formula is 75% state / 25% local cost share. Qualifying projects on DNR property managed by a political subdivision under a long-term agreement may receive 100% state funding. Where feasible, sponsors furnishing 100% of their own labor and equipment may receive 100% of eligible material costs. The current DNR program page does not publish a maximum award amount, so Atlas does not invent one.
Allowable and Ineligible Projects
Eligible work includes construction or improvement of public boating-access facilities. Projects are not eligible if they do not improve or increase public access to boating waters, if commercial use is involved in the funded portion, or for force-account or donated labor and equipment use, although materials may be eligible under the program’s stated exception. Land acquisition is not eligible when the principal use will be something other than recreational boating access.
Application Materials
The current DNR application requests applicant and contact information, project location and site-control documentation, project schedule, narrative and justification, maps and development plans, itemized costs, requested WRAC funding, local contribution and match, documentation of secured match, a Minority Impact Statement, and applicant certification. Any package work must use the current DNR application materials and the official SlideRoom submission portal.
