Carroll County accepts applications for opioid settlement funding to support prevention, abatement, and treatment of substance misuse for Carroll County residents. The Carroll County Opioid Settlement Committee makes funding recommendations to the Carroll County Board of Supervisors.
Funding and Deadline
Applications are accepted on a rolling quarterly timeline. Carroll County does not publish a universal per applicant minimum or maximum award on the current program page. Applications received July through September are scheduled for committee review by October 31, Board of Supervisors review by November 30, and an estimated award by December 31 or before.
Eligibility and Requirements
Programs must comply with Exhibit E opioid remediation uses. A complete and signed Application for Funding, a copy of the entity’s Federal Tax Identification Number, and a detailed budget covering staff time, capital, program costs, and other funds are required.

County priorities include evidence based substance prevention programs, substance treatment for Carroll County residents including uninsured and justice involved residents, and sustainability through infrastructure and staffing for treatment programs.
