Funding Structure
The current housing round provides $40 million total: $10 million for rental housing new construction and $30 million for single-family new construction.
Rental housing incentives include up to $150,000 per unit for construction, up to $20,000 per unit for mitigation, and optional infrastructure support of the lesser of $35,000 per unit or 35 percent of housing construction cost.
Single-family incentives include up to $200,000 per unit for construction, up to $25,000 per unit for mitigation, up to $35,000 per unit for homebuyer assistance, and infrastructure support up to $90,000 per unit or 35 percent of construction costs, whichever is less.
Eligibility
Eligible applicants are units of general local government and tribes. Applicants must identify a developer and, if awarded, the local government will enter into a development agreement with that developer.
Eligible areas are Cherokee, Clay, Sioux, Woodbury, Buena Vista, Lyon, Pottawattamie, Dickinson, and Osceola counties. Housing must serve low- and moderate-income households at or below 80 percent of area median income under the applicable program requirements.
Readiness Controls
Applicant and development-team readiness must be verified before outreach, including SAM.gov registration and UEI, site control, financial feasibility, project schedule, disaster-recovery tie-back, applicable floodplain and utility conditions, development capacity, and National Green Building Standard requirements. Do not infer project readiness from geography alone.
