Verified September 22, 2026. Steuben County Community Foundation (SCCF) has announced its Fall 2026 Substance Abuse & Recovery Grants cycle for programs serving Steuben County, Indiana.
Current cycle
The Fall cycle opens October 1, 2026 and the current SCCF nonprofit page states that applications are due November 1, 2026. Applications must be submitted electronically through the Foundation’s online grants portal. The current public page does not publish an exact closing clock time or time zone, so Atlas does not infer one.
Eligibility and program purpose
SCCF states that Substance Abuse & Recovery grants are available to nonprofits, healthcare providers, and government agencies. The Foundation’s current general eligibility rules require service to Steuben County; requests from organizations headquartered outside the county may be eligible when the majority of beneficiaries are Steuben County residents. Organizations with outstanding SCCF grant reports are not eligible.
The program is supported through the Steuben County Substance Abuse Response Fund, established with local restricted opioid-settlement funding. SCCF’s official program announcement describes the fund as supporting local treatment, prevention, recovery, and care efforts, with emphasis on saving lives, evidence-based spending, youth prevention, equitable access, and a fair, transparent process.
Funding and match

The current March 4, 2026 SCCF grant guidelines do not publish a universal fixed match percentage for ordinary discretionary grants. Any special opioid-settlement match or cost-share term must be verified in the live 2026 application before package production.
Allowable uses and application requirements
SCCF’s general 2026 grant guidelines support capacity-building investments, existing-program support, and new initiatives, including program equipment or infrastructure where appropriate. Because the Substance Abuse & Recovery cycle is a special opioid-settlement-funded program, applicants must confirm the exact 2026 allowable-cost rules, required attachments, budget fields, certifications, and settlement-specific restrictions when the portal opens October 1.
Current SCCF general guidelines also require proposals to fit the organization’s mission and strategic plan and to have board support documented through board-approved meeting minutes. Review factors include duplication of services, collaboration, sustainability, additional funding sources, community impact, and measurable outcomes.
