Opportunity Overview
The Indiana Department of Transportation (INDOT) Community Crossings Matching Grant (CCMG), State FY 2027 Call for Projects is open to eligible Indiana cities, towns, and counties for preservation of existing local roads and bridges. The current INDOT program page states that the call opened September 1, 2026 and closes September 30, 2026 at 5:00 p.m. EDST.
Funding and Match
INDOT states that the CCMG fund is capped at $100 million per state fiscal year and the maximum award is $1 million per local unit of government per state fiscal year. The current 2026 INDOT webpage states the local match structure is:
- Cities and towns under 12,500 population: 80% state / 20% local.
- Cities and towns over 12,500 population: 50% state / 50% local.
- Counties under 55,000 population: 80% state / 20% local.
- Counties over 55,000 population: 50% state / 50% local.
INDOT’s September 2025 guidance document still shows the older 10,000 city/town threshold. Atlas therefore treats the current 2026 INDOT webpage as controlling for this call and does not use the stale threshold.
Eligible Projects
Eligible work is limited to preservation of existing local roads and bridges, including road and bridge preservation, qualifying ADA improvements associated with preservation work, drainage connected to a road project, certain gravel-to-hard-surface conversions, low-water crossings, and eligible chip-seal or crack-fill materials for force-account projects. Force-account applications are limited to $375,000 total project cost and cannot be combined with bid/contract work.
Ineligible costs include preliminary engineering, right-of-way acquisition, utility relocation, construction inspection, railroad crossing upgrades, water/sewer replacement, projects using federal funds, new roads, roads outside the certified road inventory and asset management plan, parking lots, private roads or alleys, standalone sidewalks, trails/bike paths, and enhancement items such as streetlights, decorative pavers, landscaping, and gateway aesthetics.
Eligibility and Readiness Requirements
Applicants must be Indiana city, town, or county governments. A current approved road/bridge Asset Management Plan is required, and submitted roads must be in the certified road inventory and asset management plan. Applicants must maintain applicable ADA and Title VI compliance. Projects must be construction-ready, suitable for bidding, and capable of closeout within two years. Older prior CCMG projects must satisfy INDOT closeout requirements to preserve eligibility.
Submission and Required Materials
Applications are submitted electronically through the INDOT Technical Application Pathway (ITAP) and must be completed by an employee of the local unit of government. Required application materials include a signed Financial Commitment Letter, detailed itemized cost estimate, current LTAP Asset Management Plan approval letter, signing-authority documentation where applicable, and a Structure Inventory and Appraisal Report for bridge projects. INDOT also requires accurate project mapping and consistent road names and limits across estimates and the application.
