Opportunity Overview
The Indianapolis Foundation is accepting applications for its 2027 Summer Youth Program Fund (SYPF), which supports high-quality summer programs serving Marion County youth ages 4 through 24. The 2027 application cycle opened August 17, 2026 at 8:00 a.m. and closes October 16, 2026 at 4:00 p.m. The official public materials reviewed do not state a deadline time zone, so Atlas will not infer one.
Program Scope and Eligibility
Program Grants support eligible tax-exempt organizations and projects operating under an eligible fiscal sponsor. The current application preview includes Daily, Youth Employment, Overnight/Residential, and Enrichment program types. Published focus areas include food or nutrition, mental health or social-emotional learning, physical fitness or sports, STEM, and other youth-development priorities.
Applicants submit through the CICF Collaborative Grants Portal powered by SmartSimple. The current application requires detailed program information, measurable activities and outcomes, youth engagement, staffing and supervision practices, disability accommodations, staff wages and training, background checks, program budget, organization financial documentation, and other applicant-controlled facts.
Allowable Budget Structure
The 2027 Program Grant application preview includes budget lines for full-time staff wages and benefits, temporary summer staff, youth wages for eligible youth-employment programs, program supplies, transportation, meals and snacks, rent or program space, equipment, staff licensure and training, and other justified costs. The current official materials reviewed do not publish a universal Program Grant request ceiling, so Atlas will not manufacture one.
Separate Capital Project and Equipment Opportunity
Lilly Endowment is also offering a separate 2027 SYPF Capital Project and Equipment Grant opportunity. The current application states that approximately 35 capital grants of up to $45,000 each are expected. Capital applicants must have received SYPF grants in at least two of the last three years, specifically 2024, 2025, and 2026, must apply for and receive a 2027 SYPF Program Grant, and must have submitted prior SYPF reports on time.
Published examples of eligible capital uses include playground and safety equipment, computer equipment, vans, internet-access wiring, books, musical instruments, and modest building or grounds improvements. Capital requests require supporting third-party estimates or purchase orders. Consumable supplies are excluded from the capital program, and certain vehicle operating costs are also excluded.
Deadline and Award Timing
The 2027 SYPF Program Grant closes October 16, 2026 at 4:00 p.m. Award notifications are expected during the week of February 1 through February 5, 2027. Funded programs operate during May through August 2027, with final reports due September 30, 2027 at 5:00 p.m. The separate capital application is also due October 16, 2026 at 4:00 p.m. under the current official capital materials. The public materials reviewed do not identify the deadline time zone.
Atlas Strategic Analysis
Atlas Opportunity Score: 94/100. This is a current, open, well-established Marion County youth-program funding opportunity with strong alignment to youth health, wellness, nutrition, mental health, physical activity, safety, and organizational capacity.
QC Healthcare Fit: 68/100, conditional. Strongest pathways are applicant-led youth mental-health, social-emotional learning, health education, nutrition, safety, staff training, or access-to-care activities that fit the organization’s actual summer program.
N9+ Fit: 52/100, conditional. Equipment is an identified Program Grant budget category, and a separate capital program can support computer and safety equipment and other modest capital needs. Any N9+ role must nevertheless be applicant-led, mission-consistent, allowable under the controlling 2027 application, operationally credible, and proportionate to the youth program. Ordinary INITIAL OUTREACH must not introduce or sell N9+.
Direct Applicant Fit for Dr. Miltie, LLC: 0/100. Atlas should support qualified Marion County youth-serving applicants rather than advance Dr. Miltie as a direct applicant.
Source-Control and Outreach Note
Before any ORIGINAL outreach, Atlas must verify a specific applicant’s current eligibility, service geography, program design, fiscal-sponsor status when applicable, prior SYPF grant history if capital funding is contemplated, verified business Contact, Email_Opt_Out status, permanent-bounce history, Account/Contact/Deal/Atlas_Email_Queue deduplication, and authoritative send history. Because the public materials reviewed do not state the October 16 deadline time zone, Atlas must fail closed on that detail rather than infer it.
