Opportunity Overview
The Indiana Commission for Higher Education (CHE) is soliciting proposals for Administrative Services to Support the Indiana Board for Proprietary Education. The controlling solicitation PDF identifies the procurement as RFP 27-001, issued August 31, 2026, with proposals due October 2, 2026.
Source-control note: CHE’s current Open Requests index labels this link as RFP 27-007, while the solicitation PDF itself identifies the procurement as RFP 27-001. Atlas treats the PDF identifier as controlling for the canonical record and preserves the index discrepancy for diligence. No duplicate record should be created from the index number.
Deadline and Contract Value
The RFP states that proposals are due October 2, 2026. The current solicitation does not publish a submission clock time or time zone, so Atlas will not invent one. CHE expects work to begin in November 2026 and conclude in November 2028 and states that approximately $100,000 has been allocated for the work, while cautioning that this is an estimate and not an amount offered under the RFP.
Scope of Work
The selected vendor will support the Board for Proprietary Education in monitoring the financial health of authorized or prospective proprietary institutions. The scope includes developing a methodology for evaluating financial viability using audited financial statements and the U.S. Department of Education Financial Responsibility Composite Score and its component parts, conducting basic and in-depth institutional reviews, preparing written summaries, potentially presenting findings to the Board, and responding to staff questions throughout the year.
Proposal Requirements
The proposal is limited to 15 pages excluding appendices and must include a cover letter, business proposal, cost proposal, and applicable appendices. The RFP requires firm pricing, Indiana Secretary of State registration and good standing if awarded, at least two relevant client references, disclosure and documentation of subcontractors, and the applicable Indiana Veteran Owned Small Business participation documentation. Proposals and communications are directed to Ross Miller at rmiller@che.in.gov.
Control Issues Requiring Caution
The current official materials contain two inconsistencies that must not be silently normalized. First, the CHE Open Requests index labels the procurement RFP 27-007 while the PDF says RFP 27-001. Second, the PDF’s narrative question section states a question deadline of October 2, 2026, while its key-date table lists September 14, 2026 for written questions and September 18, 2026 for Q&A or amendments. Atlas should use the solicitation PDF for the underlying opportunity, monitor CHE for amendments, and obtain direct clarification before relying on the conflicting question dates or any unpublished submission time.
Atlas Strategic Analysis
Atlas Opportunity Score: 64/100. This is a verified, current Indiana education-sector procurement with a defined scope and budget estimate, but it is primarily a specialized financial-analysis and accounting engagement rather than a healthcare, school-health, or grant-preparation opportunity.
QC Healthcare Fit: 0/100. The requested work is institutional financial viability analysis and administrative support, not healthcare delivery or clinical services.
N9+ Direct Vendor Fit: 0/100. No telehealth, remote examination, diagnostics, or clinical-technology procurement is present.
Direct Applicant Fit for Dr. Miltie, LLC: 0/100 unless independently documented otherwise. The RFP requires demonstrated relevant financial-analysis experience, at least two comparable client references, and the ability to analyze audited institutional financial statements. Atlas must not fabricate those qualifications. If those requirements cannot legitimately be met, this procurement should remain informational rather than being pursued directly.
