ICCB's Rural Health FAQ stated that CMS pre-award costs were unallowable, that the REACH and ROOTS start date was September 1, 2026, that shared resources required documented proportional allocation, and that minor renovations, equipment upgrades, and retrofits in existing facilities could be allowable when tied to grant goals while new construction or building expansion was prohibited. The current public ICCB page states a September 18, 2026 at 5:00 p.m. deadline without separately identifying a time zone. The opportunity is now closed. No new outreach or submission activity is authorized absent a formal reopening, amendment, renewal, or successor notice. No cost share or match was required.
