Atlas Analysis

ICCB published exact FY2027 REACH allocations for all 31 named community-college recipients, from $158,265 to $514,025; institution-specific allocations controlled. ICCB's Rural Health FAQ stated that CMS pre-award costs were unallowable, that the REACH and ROOTS start date was September 1, 2026, and that shared resources benefiting both programs required documented proportional allocation. REACH funding was limited to the six approved program CIPs. The current public ICCB page states a September 18, 2026 at 5:00 p.m. deadline without separately identifying a time zone. The opportunity is now closed. No new outreach or submission activity is authorized absent a formal reopening, amendment, renewal, or successor notice. No cost share or match was required.

Illinois Community College Board is administering REACH under the Illinois Rural Health Transformation initiative. The program is designed to strengthen professional clinical and allied-health workforce pipelines in rural Illinois by expanding high-need programs, instructional and clinical capacity, student supports, workforce partnerships, and delivery models that address rural barriers.

Atlas views REACH as a strong workforce and access opportunity for community colleges and healthcare partners building durable rural training pipelines.
