Atlas Analysis

Strong public-health waste-management funding opportunity for eligible Illinois units of local government that operate qualifying residential sharps collection stations. The Illinois Environmental Protection Agency (Illinois EPA), Materials Management and Compliance Section, is accepting applications for the FY27 Residential Sharps Collection Program, CSFA 532-30-3162, Funding Opportunity 532-30-3162-05.

The current controlling NOFO provides $600,000 in total state funding, with reimbursement awards of up to $35,000 per eligible unit of local government. Applications are accepted through March 1, 2027. The current controlling sources do not publish an exact submission time or time zone. Applications are scored and grant agreements are executed as applications are received.

Eligibility: Illinois units of local government that are registered and prequalified in GATA and have an approved FY27 Internal Controls Questionnaire. Only sharps generated by private residents are reimbursable; business waste may not be combined with residential sharps under the funded program.

Eligible costs: collection containers and receptacles, advertising, educational materials, mobilization by a permitted potentially infectious medical waste transporter, disposal fees, and allowable indirect costs. Personnel costs are not reimbursable. Quotes are required when the proposed budget includes advertising or educational-material costs.

Application components: Uniform Grant Application, Uniform Grant Budget, Conflict of Interest Disclosure (IL444-5205), Narrative Project Plan, and Performance Plan. The final eligible collection date is June 30, 2027, and final reports are due July 30, 2027.

Atlas analysis: Atlas Opportunity Score 84/100. N9+ Fit Score 0/100. This is a residential sharps collection and disposal reimbursement program, so N9+ is not a legitimate fit and should not be forced. Dr. Miltie, LLC is not a direct eligible applicant; the appropriate pursuit structure is partner-led through an eligible Illinois unit of local government.

Controlling-source note: the live AmpliFund NOFO states March 1, 2027 as the last day to submit, while Illinois EPA’s May 20, 2026 news release and current Grants & Loans page state applications are accepted until funding is expended or March 31, 2027. The current Illinois EPA program page links to the live AmpliFund NOFO and its Q&A says applications may continue until the allotted funding is exhausted, but it does not reconcile the March 1/March 31 conflict. Atlas therefore retains March 1, 2027 as the conservative controlling deadline unless Illinois EPA formally amends or clarifies the live NOFO.
