The Indian Health Service is conducting market research for JADA System postpartum hemorrhage control devices, IHS102027, or an equivalent FDA-cleared successor product. This is a Sources Sought notice, not a solicitation for proposals, quotations, or abstracts.

Competition and Eligibility
The notice is issued under the Buy Indian Act framework. Indian Small Business Economic Enterprises are the primary target, and other small businesses are encouraged to respond. Respondents must directly demonstrate capability, experience, and ability to provide the required new JADA System or an equivalent FDA-cleared successor product. Generic capability statements are not sufficient.
Scope
The contemplated requirement covers new postpartum hemorrhage control devices, delivery coordination, training coordination, a designated contractor point of contact, and service-call support. Delivery locations include National Supply Service Center facilities in Oklahoma City, Oklahoma and Gallup, New Mexico.
Submission Requirements
Interested vendors should submit a written capability statement together with the attached Buy Indian Act Indian Economic Enterprise Representation Form. The capability statement should directly address the company’s experience, product capability, and ability to furnish the required device or FDA-cleared successor product. Qualification Guidance
This opportunity is most relevant to an ISBEE or other qualified small business with documented medical-device supply capability for the JADA System or an equivalent FDA-cleared successor product and the ability to satisfy the Buy Indian, delivery, training, and service requirements. No Dr. Miltie direct-vendor capability is assumed without documentary evidence of product authorization, supply capability, and applicable eligibility.
