The Indian Health Service is seeking Emergency Medical Services (EMS) Distance Learning Contract, RFQ-26-IHS1526441 to provide culturally appropriate, web-based interactive training for EMTs and paramedics serving IHS, Tribal, and urban Indian programs.
Deadline
Quotes are due September 17, 2026 at 10:00 AM Eastern Daylight Time. The current amendment extended the response deadline to allow HHS to provide answers to questions received. Offerors should monitor SAM.gov for the follow-up amendment and any additional Government responses before submission.
Scope
The contractor will provide a web-based interactive distance-learning management system that supports students and instructors in different locations without routine travel, validates student skills competencies, and delivers courses meeting applicable national certification and recertification standards. The target population is EMTs and paramedics, with up to approximately 250 trainings annually across a mix of initial and refresher courses based on approved requests.
Required support includes course delivery, curriculum and assessment materials, registration and training-site services, quality assurance, communications, evaluation, project execution, corrective-action planning, and contract administration. All trainers are subject to Government approval.
Eligibility and Classification
This procurement is a Buy Indian IEE/ISBEE set-aside under NAICS 611699, All Other Miscellaneous Schools and Instruction, and PSC U010, Education/Training – Certifications/Accreditations for Educational Institutions. Quotations must include the required IEE/ISBEE self-certification and supporting socioeconomic eligibility evidence.
