Opportunity Overview
The U.S. Indian Health Service (IHS), Billings Area, has advanced the Blackfeet Community Hospital oral-surgery requirement to Notice of Intent to Sole Source Award 75H70926-BAO-092-SN. IHS states its intent to award to James Jerman, D.D.S. for continuity of oral and maxillofacial surgery services at Blackfeet Community Hospital in Browning, Montana. This is a special notice and notice of intent, not a general request for quotations.
Response Deadline
Alternate-source capability statements are due September 21, 2026 at 2:30 PM Mountain Time. The estimated value is $40,000. The contemplated bridge period is three months from award, with a possible extension of up to six additional months.
Current Notice of Intent
IHS identifies James Jerman, D.D.S. as the intended sole-source provider. Interested parties that believe they can meet the requirement may submit a capability statement for Government consideration. Capability statements are limited to five pages and must demonstrate applicable professional licensing, credentialing or privileging readiness, relevant oral and maxillofacial surgery experience, and the ability to begin performance in time to avoid a service gap. Responses must follow the email and file-format instructions in the live SAM.gov notice.
Amendment 001 corrects the current notice description. The amended SAM.gov notice and any current attachments control.
Prior Sources Sought Stage (Historical)
The requirement supports oral and maxillofacial surgery services for patients served by the Blackfeet Service Unit and Blackfeet Community Hospital, 760 Hospital Circle, Browning, MT 59417. The draft Performance Work Statement covers oral and maxillofacial surgical care, consultations and related clinical services needed to preserve continuity of care pending a planned long-term follow-on contract.
Prior Sources Sought Eligibility and Response Requirements (Historical)
IHS is particularly seeking Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act, but the notice also requests information from other capable vendors to inform the eventual acquisition strategy. A firm claiming IEE or ISBEE status must satisfy applicable ownership, earnings and control requirements under the Buy Indian Act and HHSAR. The notice uses NAICS 621210, Offices of Dentists, with the stated $9 million small-business size standard, and PSC Q503, Medical-Dentistry.
Interested sources should submit company name and contact information, UEI, business and socioeconomic status, a capability statement of no more than 10 pages, and at least two relevant past or current contracts with contract number, customer, dollar value, period of performance and a brief description of work. The response should also identify relevant licensing or bonding capability if applicable, any teaming or subcontracting arrangement, and a statement of interest and capability. Respondents claiming Indian enterprise status should include the attached Buy Indian Act Indian Economic Enterprise Representation Form. Responses must be submitted electronically by email in PDF format using 12-point font.
Prior Sources Sought Amendment 0001 (Historical)
Amendment 0001 answered a vendor question and left the original deadline and other requirements unchanged. IHS clarified that a proposed oral surgeon’s resume/CV and credentialing documents such as state license, DEA registration, board certification, malpractice history or privileging records are not required with the Sources Sought response. At this market-research stage, IHS is assessing firm capability and experience rather than evaluating proposed personnel; any personnel qualification requirements will be addressed if a solicitation is later issued.
Current Atlas Analysis
This September 16 special notice is the follow-on stage of the same underlying Blackfeet Community Hospital oral-surgeon requirement previously posted as Sources Sought 75H70926-BAO-092-SS. Atlas is maintaining one canonical opportunity record rather than creating a duplicate for notice 75H70926-BAO-092-SN.
Dr. Miltie direct-response fit is not currently verified. A targeted capability check did not identify documented oral-surgeon staffing, dental credentialing, or comparable specialized performance capability. No direct capability statement should be advanced unless those qualifications are independently established.
Prior Atlas Analysis (Historical Sources Sought Stage)
Atlas Opportunity Score: 55/100. This is a legitimate Montana healthcare procurement-development opportunity with a direct Blackfeet Community Hospital care-continuity need, but it is only a Sources Sought notice and the eventual acquisition strategy remains subject to market research and Buy Indian Act rules.
N9+ Fit: 0/100. QC Healthcare Fit: 0/100. The requirement is specialized oral and maxillofacial surgery staffing and services, not remote physical-examination technology or a generally substitutable clinical-service category. Atlas should not force an N9+ or QC Healthcare fit.
Dr. Miltie direct-response fit: 0/100 based on currently verified information. Atlas has no verified evidence that Dr. Miltie, LLC satisfies the specialized oral-surgery staffing experience or Indian-enterprise status sought by IHS. No direct capability response should be advanced unless those qualifications are independently established.
