The U.S. Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, is accepting applications for the Lead-Safe and Healthy Homes Financing Demonstration, opportunity LHC-2600-DC-0032, Assistance Listing 14.922.
HUD expects to make one $10,000,000 cooperative agreement award. No cost sharing or matching is required. The award is intended to establish a National Fund Manager that will create and manage a national financing platform combining public and private capital to reduce residential lead exposure, childhood lead poisoning, and other housing-related health and safety hazards in low-income communities.

Eligible prime applicants are nonprofit organizations, including qualifying nonprofits without 501(c)(3) status. Consortium applications are permitted, but an eligible organization must serve as the lead applicant and remain fully responsible to HUD. For-profit organizations are not listed as eligible prime applicants, so Dr. Miltie, LLC is not being advanced as a direct applicant.
The National Fund Manager must independently demonstrate substantial capacity in capital raising, fund design and management, investment oversight, compliance, quality assurance, reporting, and impact measurement. The Fund may deploy loans, grants, and other financial products through qualified state, regional, local, nonprofit, and mission-driven financing entities to support lead-safe and healthy-homes activities for low-income homeowners and small landlords.
