HHS IHS National Indian Health Outreach and Education, HHS-2026-IHS-NIHOE-0001

The Indian Health Service, Office of Tribal and Urban Affairs, is accepting applications for the National Indian Health Outreach and Education cooperative agreement, HHS-2026-IHS-NIHOE-0001. Applications are due November 2, 2026 at 11:59 PM Eastern Time through Grants.gov. IHS expects approximately $1,101,311 in FY2026 program funding and one award, with a first-budget-period funding range of $246,311 to $1,101,311 and no required cost share.

The program supports national outreach, education, training, technical assistance and awareness for American Indian and Alaska Native communities. Its seven components address health education and outreach, Rural Health Transformation and Indian Health Care Improvement Act education, substance abuse and suicide prevention, domestic violence prevention, the Special Diabetes Program for Indians, Tribal budget formulation, and Tribal youth health advisory activities. The controlling NOFO permits qualifying 501(c)(3) organizations, including colleges, Tribal colleges, academic medical centers, schools of public health, research institutions, relevant nonprofits and qualifying collaborations, as well as federally recognized Tribal governments. Applicants must satisfy the NOFO’s organizational-capacity requirements and responsiveness requirements, including a draft or final Tribal resolution and current audit requirements.

The NOFO is centered on outreach and education rather than clinical service delivery, and it does not establish remote physical examination or telehealth as a funded objective. Equipment, consultants, contractors and collaborative arrangements can be included when appropriately justified and aligned with the project, but N9+ should not be forced into this opportunity.
