Program Year 2025 Maui County Emergency Solutions Grants

The County of Maui Department of Human Concerns, Homeless Programs Division, is accepting competitive applications for Program Year 2025 (PY2025) Emergency Solutions Grant (ESG) funding. HUD’s ESG assistance passes through Maui County to eligible nonprofit and local-government subrecipients providing services for people experiencing or at risk of homelessness within Maui County. The official 19-page PY2025 Invitation to Apply and seven-page Application Packet were released October 16, 2026. PY2025 is a distinct funding-year competition from the County’s separately advertised PY2026 ESG grant; applicants who seek both must submit separate applications.

Funding and Applicant Award Amount

Maui County received $191,693 total for PY2025 and intends to make one or more competitive subrecipient awards. This is the COUNTY-WIDE program pool, not an award amount promised to each applicant. For PY2025, street outreach and emergency shelter awards combined cannot exceed 60% of the county’s ESG allocation (up to $115,015.80 total for those program components). Administrative costs are capped at 7.5% of the statewide allocation ($14,376.98), and cannot stand alone as a project.
