Give Back, Get Back Education Loan Repayment Program — Round 2

Application status: Open. The 2026–2027 Round 2 application portal is accepting submissions now.
Funding: Up to $25,000 in qualified educational loan repayment, paid directly to the applicant’s educational loan lender in two installments. HIPHI states that second-year program funding is capped at $600,000, with at least 25% of allocated funds reserved for employees working at the Hawaiʻi State Department of Health. Not every eligible applicant is guaranteed the maximum award.
Deadline: Wednesday, September 30, 2026 at 5:00 p.m. HST. Atlas uses the live 2026–2027 application form as the controlling deadline source; the HIPHI program page contains an inconsistent summary sentence referencing September 29, but its detailed Round 2 section and the live application both state September 30 at 5:00 p.m. HST.
Who is eligible: Hawaiʻi residents who are U.S. citizens or lawful permanent residents, have outstanding qualifying educational loan debt, and have completed at least one year of full-time work in Hawaiʻi’s public health workforce. Selected participants must continue to live and work full-time in Hawaiʻi public health for at least two years.
Eligible employment settings include: public health government and non-government entities; clinics and community health centers for population-level staff rather than direct patient-care roles; environmental health agencies; health insurers in roles such as patient navigation, health education, and community health work; hospitals for population-level health staff; human-services providers; laboratories; mental-health organizations; nursing homes; public-health community-based organizations; public-safety agencies; and state or local health departments.
Important exclusions and conditions: Round 1 awardees are not eligible to apply again. Applicants must meet federal eligibility conditions listed in the application and may not receive another loan-repayment benefit that creates a conflicting service commitment. Parent PLUS loans are not eligible for repayment.
Required application materials: complete online application; educational debt reporting information; current lender statement dated within one month of submission showing applicant name, current balance, account number, and lender remittance address; signed employment verification form; and valid government-issued photo identification.
Submission method: Online through the official HIPHI Jotform application. Applications are date- and time-stamped and reviewed through the GB>GB review process.
