Opportunity Overview
The Georgia Emergency Management and Homeland Security Agency (GEMA/HS) has released the controlling FY2027 Georgia Gang Activity Prosecution (GAP) Grant Notice of Funding Availability. Funding Opportunity Number FY 2027 01 GAP supports state and local efforts to prosecute gang-related activity by helping eligible entities procure a gang case-management system or update an existing gang case-management system.
Funding, Match, and Period of Performance
GEMA/HS anticipates $1,250,000 in total program funding. There is no minimum award, the maximum award is $50,000, and no cost share or match is required. GEMA/HS may adjust available funding, award amounts, or the number of awards based on funding availability, demand, priorities, and application quality.
The anticipated period of performance is November 1, 2026 through June 1, 2027. Costs outside the authorized period are not allowable unless GEMA/HS specifically approves them in writing.
Eligibility
Eligible applicants include State of Georgia law-enforcement agencies, local law-enforcement agencies, prosecuting attorney entities and judicial circuit district attorneys, and state agencies. Applicants must connect the proposed project to safer communities and gang-related prosecutions. GEMA/HS gives consideration to agencies with established gang-prosecution programs and to coordinated prosecutor/law-enforcement efforts.
Individuals, for-profit organizations or businesses, entities that do not meet program requirements, entities that cannot demonstrate a qualifying need, and debarred, suspended, or otherwise prohibited organizations are ineligible.
Allowable Activities
GAP funding may be used to procure a gang case-management system or update an existing gang case-management system. Costs that are not directly related to the approved project are unallowable. Recipients must follow applicable Georgia and GEMA/HS procurement requirements, including competition when required, cost reasonableness, documented vendor-selection methodology, conflict-of-interest safeguards, and quotation or proposal documentation when applicable.
Application Requirements
A complete application must be submitted through the GEMA/HS Grants Portal and include, at minimum:
- a completed GEMA/HS Investment Justification;
- a project narrative describing the agency mission, implementation plan, past/present/future gang-investigation and prosecution efforts, and justification for the requested amount;
- a detailed project budget showing total project cost, GAP amount requested, and other applicable funding; and
- a budget narrative explaining how each expenditure was calculated and why it is reasonable, necessary, allocable, and directly related to the approved project.
Incomplete applications or applications lacking required documentation may be deemed ineligible.
Application Dates and Submission
The application period opens October 12, 2026 and closes November 7, 2026 at 11:59 PM EDT. Applications are accepted only through the Georgia EM Grants Manager system at ga.emgrants.com. Applicants must be registered in EMGRANTS by October 12, 2026; GEMA/HS notes that registration may take up to 72 hours.
