Opportunity Overview
The Georgia Emergency Management and Homeland Security Agency (GEMA/HS) is administering the FY2027 Funds for Protection of Communities (FPC) Grant, a state-funded competitive reimbursement program for qualifying Georgia nonprofit organizations facing documented security risks. The State of Georgia has set aside $5,000,000 for the FY2027 program, and no cost share or match is required.
Funding and Period of Performance
An eligible organization may apply for only one facility/location, with a maximum award of $150,000. The current application states that requests above $150,000 will not be considered. The period of performance is October 1, 2026 through June 1, 2027.
Eligibility
The current FY2027 application requires a domestic nonprofit that is registered under IRC 501(c)(3), or otherwise described under 501(c)(3) and tax-exempt under 501(a), that can legally operate in Georgia. The facility for which funding is requested must be physically located in Georgia, and the applicant must demonstrate disproportionate exposure to hate-motivated violence, terrorism, violent extremism, or related security threats. Only one nonprofit may apply for a given physical building/facility/address; multiple requests from the same address are deemed ineligible.
Allowable Security-Personnel Pathway
The application permits new or additional off-duty active state, county, or municipal law-enforcement officers consistent with applicable regulations, or security officers registered and licensed in Georgia. Other personnel do not qualify under this security-personnel pathway, including personnel used only for municipally required traffic-control services. Under special conditions, security personnel may support off-site events within Georgia. The application does not permit the 5% Management and Administration allowance available under the federal NSGP; award costs must support essential security needs.
Application and Scoring
Applicants must prepare an Investment Justification addressing security gaps and proposed enhancements. The current application scores background information, documented risk, use and impact of security personnel, project management, measurable outputs/outcomes, and funding history. Risk documentation is expected to address threat, vulnerability, and consequence, including relevant threat/risk assessments, police reports, incident history, and other substantiating information where applicable. A valid UEI is not required at application but is required at award to receive FPC funds.
Deadline Conflict — Fail Closed
The live GEMA/HS program page states that the FY2027 application window runs October 1 through October 31, 2026. However, the current official FY2027 application form states that completed Adobe PDF applications are due no later than 11:59 p.m. October 30, 2026 through the Georgia EM Grants Manager portal. The application does not identify a deadline-specific time zone.
