The Georgia Department of Community Affairs (DCA) is accepting projects for the FY2027 Appalachian Regional Commission (ARC) Area Development Program. The Georgia-administered cycle supports eligible projects in Appalachian Georgia that advance ARC strategic goals and Georgia investment priorities.
Funding Limit Conflict — Fail Closed
Two current official DCA notices materially conflict on the October-cycle project ceiling. DCA’s August 17, 2026 FY2027 NOFO states a maximum of $1,000,000 per project. However, DCA’s May 14, 2026 ARC infrastructure-program update expressly states that the increased $2,000,000 per-project limit was extended to the October 9, 2026 deadline. Atlas will not assume that the later $1,000,000 notice silently supersedes the earlier $2,000,000 infrastructure-specific extension, or that the $2,000,000 limit continues to govern, without DCA clarification.
Deadlines: A required pre-application is due to DCA by Friday, October 9, 2026 at 5:00 p.m. Full applications are due by Friday, October 30, 2026 at 5:00 p.m. DCA’s current notice publishes the clock times but does not state a deadline-specific time zone. Because the time zone is unpublished and the two current DCA notices conflict on the funding ceiling, Atlas is fail closed for ORIGINAL outreach and applicant-specific package production until DCA clarifies both issues. All interested applicants must complete the DCA pre-application process first; eligible organizations may submit a full application only after DCA approves the project to proceed.
The official pre-application instructions require submission by email only to arc.biz@dca.ga.gov. The original Acrobat pre-application file must be included, along with scanned signature pages as required. DCA indicates that it will issue a response such as PROCEED, NEEDS MORE INFO, or NO after review.
Eligible applicants include local units of government and authorities, nonprofit organizations, and public or nonprofit educational and healthcare organizations serving eligible Appalachian Georgia counties. Current FY2027 county classifications and typical ARC participation levels published by DCA include: Chattooga as Distressed (up to 80% ARC / 20% local match); Elbert and Franklin as At-Risk (up to 70% / 30%); transitional counties generally at 50% / 50%; competitive counties Dawson, Hall, Jackson, and Paulding generally at 30% / 70%; and attainment counties Cherokee and Forsyth are not eligible for standard ARC Area Development funding.
Georgia’s current priorities include projects aligned with economic development, workforce and human-capital development, infrastructure, community leadership, and natural/cultural assets. ARC’s project guidelines expressly recognize health-related strategies such as improving facilities and infrastructure for quality clinical care in underserved areas, using technology to reduce healthcare costs, short-term clinical support, community wellness and disease prevention, and improving healthcare access.
Construction projects invited to full application must satisfy additional DCA and ARC requirements, including an appropriate Preliminary Engineering Report or Preliminary Architectural Report prepared by a qualified professional procured in accordance with applicable requirements. Applicants should also verify all project-specific procurement, budget, environmental, federal grant, equipment, and vendor rules before committing costs. ARC guidelines generally prohibit direct grants to for-profit entities.
Atlas analysis: Atlas Opportunity Score 94/100 because the program is current, Georgia-administered, offers substantial project funding, and directly supports rural and Appalachian healthcare-access, workforce, infrastructure, and community-capacity projects. N9+ Fit Score 72/100, conditional: a Nonagon N9+ remote physical examination platform could be defensible only within an applicant-led eligible healthcare-access project where technology, equipment, procurement, outcomes, and budget treatment are specifically allowable and well supported. N9+ should not be forced into projects where it is not a natural fit. Dr. Miltie, LLC and other for-profit entities are not eligible direct ARC grantees under the general ARC project guidelines; a vendor or project-partner role may be possible when an eligible applicant leads the project.
