The Florida Department of Children and Families (DCF) is accepting applications for DCF RFA 2526 048, Integrated Mobile Community and Jail Medication Assisted Treatment (MAT). The solicitation seeks qualified providers able to deliver evidence-based MAT programs for adults with opioid use disorder in community and jail settings across Florida, with emphasis on recovery, reduced relapse and recidivism, and continuity of care.
Current response date: October 13, 2026 is the current response date shown by the MFMP-linked opportunity. The original RFA and Addendum 01 materials reviewed by Atlas still contain the superseded August 25, 2026 at 2:00 p.m. EST deadline. Atlas has not located the later controlling amendment that establishes the exact October 13 clock time and time zone, so no exact time is being invented. Applicants should confirm the live MFMP response time before submission.
Funding: DCF’s Addendum 01 states that there is no predetermined award amount or funding range; awards vary by applicant and service type. No matching contribution is required.
Eligibility: The applicant must be a nonprofit organization and must be an appropriately qualified behavioral-health/MAT provider through an existing Managing Entity subcontract or an active process to obtain one, with the applicable Florida MAT licensing and authority. Addendum 01 expressly permits qualifying nonprofit applicants to use for-profit subcontractors when the nonprofit remains responsible for performance and the subcontractor demonstrates capability.
Scope and allowable implementation: The program supports mobile and jail-linked MAT delivery, including buprenorphine access, screening and assessment, individualized treatment planning, recovery supports, continuity of care, billing and benefits workflows, and related implementation infrastructure. Verified solicitation materials contemplate vehicles, tangible property, supplies, IT tools, mobile-unit infrastructure, and clinical resources when allowable, reasonable, necessary, allocable, and approved in the applicant budget.
Submission: The reviewed RFA directs applicants to submit one complete, readable, signed PDF by email, with numbered split messages permitted if needed to remain within email-size limits. Applicants should follow the current MFMP solicitation and any later addenda for the final submission controls.

Atlas assessment: Atlas Opportunity Score 95/100. N9+ Fit Score 88/100. A legitimate Nonagon N9+ role exists in applicant-led mobile or jail MAT workflows where guided physical examinations, vitals, and telehealth-enabled clinical encounters support treatment access and continuity of care. Device allowability still requires applicant-specific DCF budget approval. QC Healthcare/Dr. Miltie subcontract fit is approximately 85/100. Dr. Miltie is not a direct eligible applicant because the nonprofit-prime requirement is mandatory.
Applicant lead: Starting Point Behavioral Healthcare is a high-fit candidate because it already operates mobile behavioral-health and telehealth services in Nassau County. Any future outreach remains subject to current deadline verification, global deduplication, recipient verification, Email Opt-Out, and Atlas send gates.
