The Area Agency on Aging of Broward County (AAABC), formally the Areawide Council on Aging of Broward County, Inc., has issued a Request for Proposals for a Satellite Senior Center funded through the Older Americans Act, Titles III B and III E.
Proposal deadline: September 14, 2026 at 2:00 p.m. EDT. The RFP states that all times are based on the AAABC clock. A mandatory Notice of Intent was due August 31, 2026 at 12:00 p.m. EDT; the RFP states that failure to submit a timely Notice of Intent precludes submission of a proposal. Because that gate has passed and fewer than 48 hours remain, Atlas is publishing this opportunity for visibility but is not initiating new applicant outreach.
Geographic service area: The solicitation covers the cities of West Park and Pembroke Park, portions of Hollywood and Dania Beach, and the specified unincorporated Broward County area east of State Road 7, west of I 95, north of the Miami Dade County line, and south of State Road 84.
Funding: The RFP identifies annual federal funding of approximately $200,000 to $250,000 under Title III B and $100,000 to $200,000 under Title III E, for a combined potential federal amount of $300,000 to $450,000 annually. The initial November 1 through December 31, 2026 contract period is prorated. Renewals may extend for up to five additional one year periods, subject to performance, need, and available funding.
Match: A mandatory 10 percent local cash or in kind match applies. The RFP lists Title III B match amounts of $22,222.22 to $27,777.78 and Title III E match amounts of $11,111.11 to $22,222.22. A signed commitment establishing secured match is required with the proposal or the proposal is nonresponsive. AAABC may provide a percentage of the cash match during negotiation, but bidders should not assume that assistance satisfies the submission requirement.
Eligible applicants: Public agencies and private nonprofit agencies or organizations incorporated under Florida law may apply. A for profit organization may apply only with Florida Department of Elder Affairs approval and is not eligible for advance funding.
Required services: Recreation, Transportation, and Outreach. Additional allowable service areas identified in the RFP include Assurance, Caregiver Training and Support, Gerontological Counseling, Education and Training, and Group Health Support. Health Support may help older adults secure and use medical treatment, preventive care, emergency care, and health maintenance services.
Technology and equipment: The solicitation includes an objective to expand access to assistive technology and states that specialized medical equipment or material aid, when included in a compliant proposal, may be reimbursed on a cost basis. The RFP does not specifically name the Nonagon N9+ device and platform. Any N9+ role would therefore need to be directly tied to an allowable senior center service, be reasonable and necessary, and be accepted in the bidder’s compliant budget. Atlas does not assume allowability.
Submission: Proposals must be submitted through the AAABC Submittable platform and also delivered as three bound copies in three ring loose leaf binders to AAABC, 5300 Hiatus Road, Sunrise, Florida 33351. One copy must be marked ORIGINAL and contain the original authorized signature. The public solicitation package includes the evaluation instrument, contract models, certifications, unit cost methodology worksheets, PUR 1000 and PUR 1001, match commitment forms, certification of operating funds, and other required appendices.
