Atlas Analysis

Strong community-resilience fit for eligible public-sector applicants, but execution is applicant-specific and must proceed through the designated state, territory, or tribal path. There is no direct Dr. Miltie applicant path.

FEMA FY2024 Flood Mitigation Assistance Swift Current (funding opportunity DHS-24-MT-144-000-99) makes $500 million available for disaster-activated flood mitigation projects intended to reduce repetitive flood damage to NFIP-insured structures in participating communities.

Who can apply: Direct applicants are states, the District of Columbia, U.S. territories, and federally recognized tribal governments through one designated agency. Eligible local governments participate as subapplicants through the applicable state or territory. Applicant activation also depends on a qualifying flood-related major disaster declaration and FEMA’s claims-related criteria.

Deadline: The overall program availability window runs through December 30, 2026 at 3:00 PM Eastern, but that is not a universal applicant submission window. FEMA provides each activated applicant its own application deadline. The general deadline is typically 120 days after the eligibility period begins; certain higher-claims situations, U.S. territories, and federally recognized tribal governments applying directly to FEMA may receive a 150-day application period.

Funding and cost share: FEMA provides $500 million in total program funding. Initial applicant maximum set-asides vary up to $40 million based on the applicable declaration and NFIP claims criteria; subsequent activations may receive up to $30 million. Cost share is generally 75% federal and 25% non-federal, with up to 90% federal share for qualifying FMA-defined Repetitive Loss properties and up to 100% for qualifying FMA-defined Severe Repetitive Loss properties. FEMA also provides specified insular-area waiver provisions.

Eligible work: Funding supports individual flood mitigation projects for eligible NFIP-insured properties, project scoping within program limits, and associated management costs. Project and property eligibility must satisfy the controlling NOFO, NFIP, hazard mitigation plan, benefit-cost, environmental and historic preservation, and other FEMA requirements.

How to apply: Applications are submitted in FEMA GO. Applicants need an active SAM.gov registration and UEI, Login.gov access, FEMA GO organization registration, and an Authorized Organization Representative. Applicant-specific activation, set-aside, deadline, and subapplication routing should be confirmed with FEMA before submission.
