Opportunity Overview
The Kansas Department of Commerce administers the statewide community-development network now branded Empower Kansas, formerly Kansas Community Empowerment (KCE). The 2026 Kickstart Grant supports smaller, community-driven quality-of-place projects that build engagement, volunteer capacity, momentum, and local vitality.
Funding and Deadline
$40,000 total is available for 2026. Community of Growth participants may request up to $2,000; Community of Action and Community of Empowerment participants may request up to $5,000. The program is rolling and first-come, first-served while funds remain. The current Commerce page states that applications submitted by the 15th of each month at 11:59 PM are reviewed in that month’s cycle. The February 2026 guidelines identify December 4, 2026 as the final application day unless funds are depleted earlier. The official sources reviewed do not publish a deadline time zone.
Eligibility
Applicants must be working within a currently enrolled Empower Kansas/KCE community and must meet the applicable tier requirements. Eligible entities include county or municipal governments, economic-development organizations, local chambers of commerce, 501(c)(3) and 501(c)(6) nonprofits, and community foundations. Other organizations may use a contracted eligible fiscal agent with the required written relationship documentation.
Match and Project Requirements
The Kickstart Grant requires a 1:1 match. The match may be entirely in kind, including volunteer hours valued by the program at $28 per hour. Projects must advance the enrolled community’s adopted mission, vision, and locally identified priorities and show a clear public or community benefit. The program excludes projects that are primarily promotional or advertising-focused.
Submission and Required Documentation
Applications must be submitted electronically through the Commerce Salesforce application system. Required materials include bids and estimates, proof of match, an updated W-9, the state sexual-harassment policy acknowledgment, a tax-clearance certificate, the covered-technologies form, and proof of good standing, with different documentation rules for fiscal-agent applications.
