Open now. The Defense Health Agency Contracting Activity, through the Congressionally Directed Medical Research Programs, is accepting applications for the FY26 Traumatic Brain Injury and Psychological Health Research Program Health Services Research Award (HT942526TBIPHRPHSRA), Assistance Listing 12.420.
Funding and deadlines
CDMRP expects to allot approximately $8 million to fund about two awards. The total-cost cap is $4 million per award, with a maximum four-year period of performance. Cost sharing is not required.
The mandatory Letter of Intent is due September 24, 2026 at 5:00 PM Eastern Time through eBRAP. The full application is due October 15, 2026 at 11:59 PM Eastern Time; for extramural applicants, the full application is submitted through Grants.gov. The application-verification period ends October 20, 2026 at 5:00 PM ET.
What the program supports
The HSRA is designed for high-impact health-services research that builds real-world evidence on how interventions, clinical practices, guidelines, diagnostics, technologies, or policies can be deployed to appropriate populations. Supported approaches include comparative-effectiveness research, implementation of interventions and diagnostics, health-technology assessment of well-supported existing health-care technologies, and validation of data-science insights.
Applications must include clinical research or clinical trials. Preliminary data are required. Basic, preclinical, and animal research are prohibited. For research prospectively enrolling human subjects, community-based participatory research approaches are required. Applications must address at least one FY26 TBIPHRP HSRA focus-area sub-area involving prevention/assessment or treatment of traumatic brain injury and/or psychological health conditions.
Eligibility and submission controls
Eligible organizations include domestic and foreign for-profit and nonprofit organizations and public or private entities. Independent investigators affiliated with an eligible organization may serve as PI. Awards are made to organizations, not individuals.
Applicants must maintain active SAM.gov, eBRAP.org, and Grants.gov registrations. Applicants proposing use of military or VA populations, resources, or databases must document access and any required agreements. Clinical-trial regulatory status and any needed IND/IDE submissions must be handled according to the program announcement.
Atlas strategy
Atlas Opportunity Score: 86/100. The combination of substantial award size, real-world implementation focus, existing-health-technology assessment, and access-to-care research creates a strong partner opportunity for capable TBI or psychological-health research organizations.
N9+ Fit: 76/100, conditional. The Nonagon N9+ may fit as an existing remote physical-examination and vitals platform within a well-designed health-services research project, particularly where the study evaluates access to care, real-world implementation, objective assessment workflows, or comparative effectiveness. The NOFO does not specifically name telehealth, and N9+ should not be presented as a TBI or psychological-health diagnostic or as an untested novel intervention.
Direct Dr. Miltie posture: for-profit organizations are legally eligible, but Dr. Miltie should not be treated as submission-ready without a qualified independent PI, relevant preliminary data, clinical-research infrastructure, study-population access, and all required regulatory and human-subject protections. The preferred posture is partner-led with an established academic, VA, military, or health-system research team.
Next action
Strong candidates are established TBI or psychological-health research teams with relevant preliminary data, clinical-research capacity, and a defined implementation or access-to-care question that could legitimately incorporate an existing remote examination or monitoring technology.
