A proposed Workforce Pell program must prepare students for an occupation on Delaware’s approved Workforce Pell occupation list and satisfy federal and state quality requirements.

Among other requirements, an eligible program must generally:

  • Include 150-599 clock hours or the applicable federal credit-hour equivalent.
  • Run at least 8 weeks and no more than 14 weeks.
  • Lead to a recognized postsecondary credential.
  • Award academic credit applicable toward an aligned certificate or degree, or articulate into a Registered Apprenticeship pathway.
  • Have operated for at least one year before application.
  • Demonstrate employer demand and hiring alignment.
  • Meet at least a 70% completion threshold and at least a 70% job-placement threshold, subject to Delaware’s transition rules and applicable federal requirements.
  • Meet federal value-added earnings, accreditation, financial-aid, and program-participation requirements.

Employer validation and healthcare relevance

Delaware requires documented employer demand. Acceptable evidence may include a Registered Apprenticeship sponsor, employer validation forms, industry or sector-partnership endorsements, or documentation from at least three employers with recent or projected hiring demand. Letters of support alone may be insufficient.
