Connecticut Nonprofit Grant Program (NGP), Round 9 — Component 1
The Connecticut Office of Policy and Management (OPM) is accepting Round 9 competitive applications from private 501(c)(3) nonprofit health and human service organizations that receive Connecticut state funds, including Medicaid, to provide direct health or human services to Connecticut agency clients. This Component 1 track supports major eligible capital improvements and infrastructure projects. The Round 9 Request for Applications was released October 27, 2026.
Individual applicant funding
Component 1 applicants may request more than $1,000,000 and up to $3,000,000 in NGP grant funds. Up to $4,875,000 (and no more than 25% of NGP funds awarded) may be reserved for Component 1. The $19,500,000 total is the entire Round 9 program funding pool, not an individual award. Funding is competitive and amounts may differ from requests.
Mandatory non-state match
Component 1 applications require applicant-contributed matching funds at least 25% of the grant award. Other Connecticut state funds, in-kind contributions, and disallowed expenses cannot count toward match. Component 1 applications must score at least 80/100 to be recommended for an award.
Eligible projects and significant restrictions
Allowable projects include facility renovation and additions, energy improvements, new construction, eligible property acquisitions, safety and ADA accessibility upgrades, qualifying information technology and electronic health-record implementation, permanent generators, vehicles, and capital equipment. For applicable real-property projects, a completed NGP Lien Analysis Form 4 is mandatory; property ownership, appraisal, and environmental screening requirements may apply. Operating salaries, routine maintenance, recurring software licensing beyond initial eligible setup, leased-property renovation, ineligible taxes or permit fees, and equipment leasing are generally excluded. Grant activities cannot supplant other funding.
NGP provides reimbursement only, not upfront financing. Grant-funded work generally cannot start before a fully executed award contract. Applicants should examine the current Round 9 Guidelines and Grant Conditions for all project-specific restrictions.
Eligibility and application
Eligible leads are qualifying Connecticut-service 501(c)(3) health or human-service providers with documented Connecticut state funding or Medicaid receipts for direct agency-client services. Collaborations between eligible nonprofits can apply under Component 3 rules, following the applicable Component 1 funding and match rules. An organization may submit at most three direct Component 1/2 applications; no more than one Component 1 project can receive a proposed award per organization.
Application deadline: January 5, 2027, by 4:00 p.m. Eastern Time (ET). Register in CTsource by the deadline but submit the application through EUNA Grants, not CTsource.
