The Connecticut Department of Mental Health and Addiction Services (DMHAS) released the Homeless to Housing Request for Proposals (DMHAS-SWS-HOUSING-H2H-2026) on September 21, 2026. The program will fund interdisciplinary service teams that help people experiencing unsheltered or sheltered homelessness find and sustain safe permanent housing while connecting them with behavioral-health, substance-use, income, employment and other individualized supports.
Funding and Timing
DMHAS states that $22,770,513 is available annually to support approximately 3,300 service slots statewide. The Department anticipates up to five lead-agency contracts per Coordinated Access Network, with a three-year contract term subject to funding availability.
A required electronic Letter of Intent is due October 8, 2026 by 3:00 PM. A required bidder’s conference is scheduled for October 15, 2026 at 10:30 AM. Questions are due October 22 by 3:00 PM, answers are scheduled for November 5 by 3:00 PM, and full proposals are due November 19, 2026 at 3:00 PM EST.
Eligibility and Scope
Eligible respondents are Connecticut private nonprofit organizations or Connecticut municipalities. Minimum qualifications include at least five years of demonstrated experience delivering case management, outreach and engagement and/or clinical services to people experiencing homelessness, together with collaboration experience involving Coordinated Access Networks, homeless outreach teams, permanent supportive housing, Local Mental Health Authorities, housing coordination, mental-health services and/or substance-use services.
The funded model follows a services-follow-the-person approach from unsheltered or sheltered settings through permanent-housing stabilization. The RFP expressly connects participants to behavioral-health services and is administered by the state agency responsible for mental-health and substance-use treatment.
