Open: October 26 through December 4, 2026. Connecticut’s Department of Economic and Community Development (DECD) is accepting Community Investment Fund (CIF) 2030 Round 10 Planning grant applications for qualifying community and economic development projects. Planning and capital improvements are separate Round 10 funding categories with different application portals and award structures. See the official controlling Round 10 NOFA and DECD application page.
Individual applicant award: $250,000 fixed planning grant. The total planning project budget must be at least $250,000. The separate $1,500,000 minimum total budget for capital-improvement projects does not apply to the Planning category. No universal required matching or cost-share percentage is specified; documented leveraged resources may demonstrate project readiness, but should not be portrayed as an eligibility-wide match.
Eligible applicants: Connecticut municipalities classified as Public Investment Communities, Alliance Districts or Distressed Municipalities, as well as qualifying nonprofit organizations and community development corporations serving those municipalities. A nonprofit or CDC can be located outside the municipality if the project demonstrably serves an eligible municipality. Multiple eligible entities may partner on one application with a lead applicant. Applications must promote economic or community development and advance the statutory equity and fair-treatment objectives.
What planning funds support: community engagement, feasibility studies, sustainability analyses, conceptual design and drawings, construction-budget documents, environmental reports, and development of realistic future capital-improvement project plans. The project should present a logical path to a feasible capital investment and consider applicable environmental, historic preservation, and site conditions. These are planning grants, not routine operating support or a vendor procurement. Award decisions follow DECD eligibility review, CIF Board and Governor recommendation, and final Connecticut State Bond Commission approval.
Deadline and submission: apply by Friday, December 4, 2026, at exactly NOON Connecticut local time using only the Round 10 Planning Project Euna Grants portal. Prepare the official Sources & Uses spreadsheet, planning timeline and detailed budget, board or municipal resolution, financial documentation and organizational eligibility evidence as applicable, with available support letters and confirmed funding documentation. Email, paper, or SharePoint submissions are not accepted. Read the October 23 Round 10 FAQ and separate Planning application template before submission.
