Required next actionEligible California nonprofit small or rural health facilities and district hospitals should review current HELP II terms, contact CHFFA for eligibility and project discussion, assemble the required audited financial statements and project estimates, and submit a complete application by the 20th of the month for consideration at the following month's Authority meeting.

Broad Eligibility

Qualifying California 501(c)(3) nonprofit or public health facilities that meet CHFFA small/rural health facility or district hospital criteria and applicable licensing requirements. Small facilities currently have a $40M annual gross revenue ceiling; qualifying rural facilities and district hospitals have no revenue ceiling.

Atlas Analysis

Strong California healthcare capital financing channel for eligible borrower-defined equipment and facility projects. Current official terms support qualifying equipment and furnishings, including medical and diagnostic equipment, subject to borrower eligibility, underwriting, required contribution, security, and procurement rules. Vendors and partners are not the borrower. Do not key deadline-sensitive activity to a monthly cutoff unless the controlling source authoritatively verifies its exact time and time zone.

California CHFFA Healthcare Expansion Loan Program II (HELP II)

Status: Active, continuing California health facility financing program. HELP II is a low interest loan program, not a grant.

Issuer

California Health Facilities Financing Authority (CHFFA), California State Treasurer’s Office.

Current Financing

CHFFA currently lists the following HELP II loan types and terms, subject to change:

  • Equipment and furnishings: $25,000 to $2,000,000, currently 3% interest, maximum five year amortization.
  • Purchase, construction, and renovation of real property: $25,000 to $2,000,000, currently 3% interest, maximum 20 year amortization.
  • Qualifying refinancing: $25,000 to $1,000,000, currently 4% interest, maximum 15 year amortization.

Application Timing

Applications are accepted on a continual basis. CHFFA states that applications are due by the 20th of each month to be considered at the following month’s Authority meeting. The controlling CHFFA materials do not publish a submission clock time or time zone for this monthly cutoff. Applicants should confirm the operative cutoff directly with CHFFA and should not infer a time zone.

Eligibility

Potential borrowers must be a qualifying California nonprofit 501(c)(3) corporation or public health facility, qualify as a small or rural health facility or district hospital, and meet applicable licensing and program requirements. CHFFA currently applies a $40 million annual gross revenue ceiling to small facilities, while qualifying rural health facilities and district hospitals have no gross revenue ceiling.

Potential eligible facility types include acute care hospitals, community clinics, public health centers, community mental health facilities, developmental disability facilities, diagnostic or treatment centers, rehabilitation facilities, skilled nursing and intermediate care facilities, substance use recovery facilities, group homes, and other qualifying facilities within the CHFFA Act.

Eligible Uses

HELP II may finance purchase, construction, renovation, or remodeling of real property; equipment and furnishings; qualifying feasibility studies, site tests, surveys, permit fees, architectural fees, and preconstruction costs; and eligible refinancing. Medical and diagnostic equipment may qualify when it is part of an eligible borrower defined project and satisfies CHFFA underwriting and security requirements.

Borrower Contribution, Fees, and Security

Borrowers must contribute at least 5% of project costs in cash or documented project expenditures accepted by CHFFA. The current application identifies a nonrefundable $50 application fee. CHFFA also requires security appropriate to the transaction, including a gross revenue pledge. Equipment loans generally include UCC financing statements on the financed equipment and gross revenues. Real property loans generally require a deed of trust and a gross revenue pledge. CHFFA’s current maximum loan to value ratio is 95%, subject to transaction specific requirements.

Application and Submission

The current HELP II application calls for organizational and project information, recent audited financial statements, project cost documentation, applicable licensing or certification, organizational authorizations, and other underwriting materials. Construction, renovation, and equipment applicants must provide estimates. Completed applications may be submitted as a PDF to CHFFA by email or by mail. CHFFA recommends a pre application discussion.

Atlas Fit

HELP II can be a strong capital financing option for eligible California small and rural nonprofit health facilities that already have a defined equipment or facility project. Any vendor or technology component should respond to the borrower’s verified clinical and capital plan and remain subject to the borrower’s procurement process and CHFFA requirements. Dr. Miltie or QC Healthcare would participate only as an appropriate vendor or project partner, not as the HELP II borrower.
