California CHFFA Children’s Hospital Program of 2018
Status: Active for the 13 statutorily designated California Children’s Hospitals. The separate broader Eligible Hospital track is not currently accepting applications.
Issuer
California Health Facilities Financing Authority (CHFFA), California State Treasurer’s Office.
Applicant-Relevant Funding
Proposition 4 authorized $1.5 billion in general-obligation bonds for the Children’s Hospital Program of 2018. Eight designated private nonprofit children’s hospitals may receive up to $135,000,000 each, less issuance and administrative costs, and five designated University of California children’s hospitals may receive up to $54,000,000 each, less issuance and administrative costs. The designated-hospital funding round began April 12, 2019 and runs through June 30, 2033, with applications accepted until each hospital’s allocation is exhausted.
CHFFA’s 2025 annual report showed the following remaining designated-hospital amounts as of December 31, 2025: Long Beach Memorial Medical Center $135,000,000; Rady Children’s Hospital San Diego $135,000,000; Children’s Hospital & Research Center Oakland $90,379,948.24; Lucile Salter Packard Children’s Hospital at Stanford $71,633,443; UCLA Mattel Children’s Hospital $54,000,000; UC Davis Children’s Hospital $54,000,000; UC San Diego Children’s Hospital $54,000,000; Valley Children’s Hospital $33,827,926.40 (controlling figure after CHFFA Resolution No. CHP-4 2026-02, approved June 25, 2026); Children’s Hospital Los Angeles $32,129,177.04; UC Irvine Children’s Hospital $23,787,928.50; UCSF Children’s Hospital $21,000,136.92; Children’s Hospital Orange County $0; and Loma Linda University Children’s Hospital $0. Except for Valley Children’s Hospital, these listed balances are dated December 31, 2025 and may have been reduced by later 2026 awards. Valley Children’s June 25, 2026 resolution shows $33,827,926.40 remaining eligible after its approved $17,372,984.70 award.
Deadline and Submission
Applications are ongoing and are due by the first business day of each month for consideration at the applicable Authority meeting, except October applications are due October 7 and applications are not accepted in November. CHFFA publishes no submission clock time or time zone. The current application requires an original plus one copy submitted by mail or in person to California Health Facilities Financing Authority, Children’s Hospital Program, 915 Capitol Mall, Room 440, Sacramento, CA 95814.
Eligibility
The currently open track is limited to the 13 designated children’s hospitals identified by statute. Non-UC designated hospitals must be qualifying California nonprofit 501(c)(3) entities or qualifying operating entities, hold a current California Department of Public Health general acute care hospital license, and provide audited financial statements without a Going Concern Qualification. The separately defined broader Eligible Hospital track is not currently accepting applications; CHFFA states that a future funding round will be announced.
Eligible Costs
Eligible projects include constructing, expanding, remodeling, renovating, furnishing, equipping, financing, or refinancing capital assets of a children’s hospital. Qualifying costs incurred after January 1, 2018 may be reimbursable. Equipment acquisition projects require specific equipment items and cost estimates, or purchase orders/invoices, plus installation estimates as applicable. Where a project has both pediatric and non-pediatric use, the applicant must document an appropriate proportionate pediatric share.
Match and Cost Share
No mandatory match or cost-share requirement is identified in the controlling application. A grant may not exceed total project cost. If other project funding is required, the applicant must provide evidence such as commitment letters or documented capital-campaign plans. Financing or refinancing costs of issuance are not eligible project costs, and program issuance/administrative costs reduce the hospital’s statutory allocation.
Procurement and Compliance
California prevailing-wage requirements apply to public works when applicable. The applicant hospital’s applicable procurement, contracting, conflict-of-interest, and vendor-selection requirements continue to govern project purchases. Construction and real-property projects require appropriate ownership, lease/site control, contracts, permits, and environmental approvals where applicable; equipment projects have their own itemized readiness and cost-documentation requirements.
Forms, Qualifications, and Required Package
The application package includes completed application pages 1-7 and Attachment A Sources and Uses; the most recent audited financial statements; a current CDPH general acute care license; for non-UC applicants, applicable IRS 501(c)(3) and California Franchise Tax Board tax-exemption/good-standing documentation plus articles and bylaws; Attachment B Legal Status Questionnaire; Attachment C Agreement and Certification; Attachment D when applicable; project narrative and benefit criteria; timeline and readiness documentation; sources and uses; and equipment estimates, purchase orders, invoices, or installation estimates as applicable.

Atlas Fit Analysis
Atlas Opportunity Score: 99/100. This is a large, currently open California pediatric capital program with explicit authority for hospital equipment, furnishing, renovation, construction, financing, and refinancing and unusually large applicant-specific statutory allocations.
N9+ Fit Score: 99/100, conditional. Medical equipment is expressly within the eligible capital categories. N9+ is a legitimate potential fit only within a hospital-defined pediatric capital or equipment project where the device has a documented clinical and pediatric-benefit role and satisfies hospital procurement, financial, installation, cybersecurity/privacy, and clinical-governance requirements. Atlas should not assume a standalone N9+ project or fabricate hospital demand.
Dr. Miltie/QC Healthcare structure: Partner-Led/vendor only. Dr. Miltie is not an eligible direct applicant. Any participation must follow the designated hospital’s procurement and contracting process and must be tied to a qualifying hospital project.
Realistic California Applicant Prospect
Long Beach Memorial Medical Center / MemorialCare Miller Children’s & Women’s Hospital – Applicant Opportunity Score 99/100, OUTREACH SENT. CHFFA’s 2025 annual report showed the full $135,000,000 designated allocation remaining as of December 31, 2025, subject to any subsequent 2026 awards and current CHFFA confirmation. MemorialCare appointed Lara Khouri, MBA, MPH, as chief executive officer of Miller Children’s & Women’s Hospital in March 2026, and MemorialCare’s FY25 community-benefit report lists John Fay, MSG, Government & Community Relations Manager, as the hospital’s community-benefit contact. Initial routing outreach was sent once through Zoho CRM on September 11, 2026. The organization/opportunity send lock now controls. Do not resend; any further advancement requires a substantive reply or independent verification of a live eligible capital/equipment project, current allocation, legal applicant, procurement, budget, and submission readiness.
Valley Children’s Hospital – Applicant Opportunity Score 99/100, HOLD. CHFFA Resolution No. CHP-4 2026-02 approved $17,372,984.70 on June 25, 2026 for pediatric equipment and renovation reimbursement, including PET/CT, Cath Lab equipment, patient monitors, and an air handler unit, and reports $33,827,926.40 remaining eligible after that award. This demonstrates a strong, real equipment pathway, but the approved project covered equipment already acquired and installed and completed renovation work. Do not initiate outreach from that award alone. Advance Valley Children’s only after separately verifying a new eligible pediatric capital/equipment project, a current direct recipient and email, full global dedupe, and Email Opt-Out clearance.
