California CHFFA Children’s Hospital Program of 2008 – Third Funding Round
Status: Active. CHFFA is currently accepting Third Funding Round applications only from University of California Children’s Hospitals on a first-come, first-served basis until the remaining funding is exhausted.
Issuer
California Health Facilities Financing Authority (CHFFA), California State Treasurer’s Office.
Applicant-Relevant Funding
Proposition 3 authorized $980 million for the Children’s Hospital Program of 2008. CHFFA’s current program page states that, as of February 26, 2026, $8,835,501.79 remained available for the Third Funding Round. The remaining pool is available first-come, first-served for applications from any eligible University of California Children’s Hospital. The actual balance may be reduced by subsequent awards, so applicants should confirm the current balance with CHFFA before committing project costs.
Deadline and Submission
Applications are accepted first-come, first-served until the funding is exhausted. Applications are due by the first business day of each month, except October applications are due October 7, and applications are not accepted in November. CHFFA publishes no submission clock time or time zone for this monthly deadline. The current program page instructs applicants to submit two originals by mail or in person to California Health Facilities Financing Authority, Children’s Hospital Program, 915 Capitol Mall, Room 440, Sacramento, CA 95814.
Eligibility
The Third Funding Round is currently limited to the five University of California Children’s Hospitals identified in the program application: University of California Davis Children’s Hospital; Mattel Children’s Hospital at University of California, Los Angeles; University Children’s Hospital at University of California, Irvine; University of California, San Francisco Children’s Hospital; and University of California, San Diego Children’s Hospital.
Eligible Costs and Project Requirements
Eligible projects include constructing, expanding, remodeling, renovating, furnishing, equipping, financing, or refinancing capital assets of a Children’s Hospital. Eligible costs may include qualifying reimbursement for such project costs incurred after January 31, 2008; costs of issuance for financing or refinancing are excluded. Projects must support pediatric access, child health, pediatric outcomes, vulnerable pediatric populations, teaching, research, or related statutory program objectives.
Equipment acquisition projects must provide a specific item list and equipment cost estimates or invoices and, when applicable, installation cost estimates. All applicants must provide a project timeline. Non-equipment capital projects require applicable cost estimates and property/site-control documentation, and available permits or executed construction, architect, design, and engineering contracts as applicable.
Match and Cost Share
No mandatory matching percentage or cost-share requirement is stated in the controlling application. If funding sources other than the CHFFA grant are required to complete the proposed project, the applicant must document those other sources, such as commitment letters or a board-approved capital campaign. A grant cannot exceed eligible project costs.
Forms, Qualifications, and Submission Package
CHFFA currently directs Third Funding Round applicants to Grant Application Form No. CHFFA 6, Rev. 01-2018-03. The application package calls for the completed application, recent audited financial statements, current general acute care hospital licensure documentation, legal/certification attachments, project narrative, project timeline/readiness documentation, sources and uses, and project-specific supporting documents. Equipment projects require the itemized equipment and cost documentation described above. Applicants should follow the current CHFFA program webpage for the controlling submission address and current-round instructions when older form text differs.

Atlas Fit Analysis
Atlas Opportunity Score: 99/100. This is an active, no-mandatory-match California pediatric capital grant opportunity with a current CHFFA-reported remaining pool and explicit equipment eligibility, but only five UC children’s hospitals can apply and funds are first-come, first-served.
N9+ Fit Score: 99/100, conditional. Equipment acquisition is expressly eligible and the application specifically contemplates itemized equipment projects. N9+ is a legitimate potential fit only within a hospital-defined pediatric capital/equipment project that demonstrates eligible pediatric benefit and satisfies the UC/hospital’s clinical, procurement, installation, cybersecurity/privacy, and financial requirements. Atlas should not assume a standalone N9+ project or fabricate demand.
Dr. Miltie/QC Healthcare structure: Partner-led/vendor only. Dr. Miltie is not an eligible direct applicant. Any participation must occur through an eligible UC children’s hospital and its applicable procurement/contracting process.
Realistic California Applicants
The only currently eligible applicants are the five named UC children’s hospitals: UC Davis Children’s Hospital, UCLA Mattel Children’s Hospital, UC Irvine Children’s Hospital, UCSF Children’s Hospital, and UC San Diego Children’s Hospital. Applicant-specific outreach remains on hold until Atlas verifies the current remaining fund balance, a live eligible pediatric capital/equipment project, the correct project or grants recipient, procurement readiness, global deduplication, and Email Opt-Out status.
