The County intends to establish a pool of qualified nonprofit organizations for capital projects tied to county goals in housing, behavioral health, economic development, public safety, and other community services. Qualified nonprofits with designated State of New Mexico capital outlay appropriations may enter Third Party Agreements with Bernalillo County, which acts as fiscal agent and project owner for qualifying capital assets.

Eligibility
Eligible offerors are nonprofit organizations holding current 501(c)(3) status. The RFQ is not a direct open grant with a fixed per-applicant award ceiling. It qualifies nonprofits for future capital projects supported by designated capital outlay appropriations and subsequent County agreements. No mandatory applicant match or cost share is stated in the RFQ.
Allowable Capital Uses
The RFQ defines capital outlay as the acquisition, improvement, alteration, or reconstruction of long-term assets, including land, buildings, machinery, furniture, and equipment. Capital asset expenditures may include property, buildings, or equipment that meet State capitalization rules. Operating expenses, salaries, ordinary materials and supplies, events, brochures, pamphlets, publications, and retroactive reimbursement of prior purchases do not qualify.

The narrative must address professional and technical competence, organizational capacity and capability, past performance, references or recommendations, and two letters of support. The RFQ also calls for the most recent audit and/or annual report as an addendum to the offeror’s experience response.
