Atlas Analysis

Atlas Opportunity Score 70/100. Open Arkansas industrial-site-readiness funding for eligible cities, towns, counties, economic-development organizations, and chambers of commerce. This is economic-development infrastructure funding rather than a healthcare or clinical-technology opportunity; Atlas should treat it as general funding intelligence and avoid unrelated product positioning.

Opportunity Overview

The Arkansas Site Development Program is administered by the Arkansas Economic Development Commission and provides matching funding for industrial site development activities that improve site readiness and competitiveness for job creating projects.

Eligibility

Eligible applicants are Arkansas cities, towns, counties, economic development organizations, and chambers of commerce. Optioned land must be owned by the applicant when the grant agreement is executed.

Eligible Uses

Eligible activities include public infrastructure extensions and improvements, necessary right of way and easement acquisition, soil borings and analysis, drainage and grading work, site mitigation or rehabilitation, due diligence studies, and other site development activities AEDC determines necessary to improve competitiveness.

Match

Applicants must provide a match equal to at least 5 percent of the overall project cost estimate. Match may be cash, qualifying in kind donations, or a combination of both.

Application Process and Deadlines

The program opened August 25, 2026. Applicants must submit an intent to apply by September 30, 2026 to receive a unique application link. Complete applications and supporting documentation are due November 6, 2026 at 5:00 p.m. Central Time.

Required Materials

Supporting materials include the AEDC application workbook, project budget and funding sources, quotes or price comparisons, match documentation, project timeline, site maps, parcel and legal descriptions, ownership or option documentation, and applicable due diligence studies.

Funding

AEDC has not published a fixed per applicant award cap on the current program page. The number of selected sites and the amount awarded will depend on program demand, and eligible applicants may receive less than the amount requested.

Atlas Fit Analysis

Atlas Opportunity Score: 70/100. N9+ Fit Score: 5/100. QC Healthcare Fit: 5/100. This is principally an industrial site readiness opportunity rather than a healthcare technology or clinical services opportunity, so it is appropriate for verified publication but not ordinary N9+ or QC Healthcare outreach.
