Opportunity Overview
Arkansas FY2027 Rural Services Block Grant Program is an Arkansas Economic Development Commission, Division of Rural Services funding opportunity for qualifying rural communities. The program supports community development and fire protection projects, including eligible community or multi-purpose buildings, fire stations, fire trucks, specialized life-saving equipment such as jaws of life, and firefighter protective clothing.
Funding and Deadline
Eligible applicants may request up to $100,000. The FY2027 application deadline is October 16, 2026. The controlling AEDC webpage and application packet do not state a deadline clock time or time zone, so Atlas does not infer either.
The program is a 90/10 matching program. Applicants must provide at least 10% of the grant award through eligible locally derived cash or documented in-kind contributions. Match must be pledged when the application is submitted and immediately available if an award is made. Debt financing cannot be used as match.
Eligibility
Eligible applicants are incorporated and unincorporated Arkansas cities and towns with populations under 3,000, subject to the program’s rural-area definition. The project service population must be at least 51% low to moderate income. Communities that do not have acceptable current LMI data may need to complete a compliant income survey. Additional categorical-grant restrictions apply under the State CDBG framework.
Eligible and Ineligible Projects
Eligible project categories include new construction or renovation of community centers or multi-purpose buildings, new construction or renovation of fire stations, and purchase of fire trucks and specified fire-protection or specialized life-saving equipment. The FY2027 packet expressly identifies county health units, schools, water projects, emergency shelters, libraries, private nonprofit associations, general municipal buildings, routine operations, salaries, maintenance, and debt financing among ineligible project categories.
Application and Submission Requirements
The application must be prepared and submitted through an AEDC certified grant writer. Before submission, the community must hold a public hearing documenting project need and follow the required notice procedures. The FY2027 packet requires one original application and one complete copy submitted to the Division of Rural Services by the deadline.
The packet includes the application coversheet, applicant contact information, project summary, public-support documentation, project narrative, needs assessment, project plans as applicable, budget and cost documentation, public-hearing materials, assurances and certifications, governing-body resolution, citizen-participation plan, project milestone schedule, excessive-force resolution, anti-displacement plan, proposed-beneficiaries form, FFATA reporting form and certification, four-factor analysis and optional language-assistance plan, plus LMI survey materials when applicable.
Federal and State Compliance
Awards are subject to State and Federal CDBG requirements, including environmental review and Davis-Bacon and Related Acts requirements when applicable. Successful applicants must execute the grant agreement before beginning work or making purchases charged to the project.
