Open now. The City of Flagstaff Economic Development program is accepting applications for the FY27 Business Retention & Expansion (BR&E) Incentive, a competitive reimbursement grant for eligible existing Flagstaff small businesses and certain economic-development nonprofits.
Funding: The City has allocated $45,000 total for FY27. Business awards may range from $2,500 to $30,000. Up to $15,000 of the total allocation may be awarded to eligible nonprofit organizations, and the nonprofit request ceiling is $15,000.
Application window: September 1 through October 31, 2026. The controlling City materials reviewed by Atlas do not publish a closing clock time or time zone. Atlas therefore treats the exact application deadline as incomplete for new applicant outreach and will not infer a time or time zone.
Eligibility: Existing small businesses must operate physically within the City of Flagstaff municipal boundary. The program page asks whether the business employs between 1 and 150 people. Eligible nonprofit organizations must also be located within the City, focus on economic-development issues, satisfy the other program requirements, and demonstrate how the proposed project will retain or create jobs, support organizational growth, or address a business challenge through economic-development activities.
Priority sectors: Flagstaff specifically prioritizes research and development, health care, biosciences, medical devices, software development, clean energy, forestry, food processing and other listed target industries, although all qualifying small businesses may apply.
Match: A mandatory 1-to-1 cash match applies. The amount requested from the City must equal the applicant’s cash match.
Application requirements: Applicants must provide a current business plan plus a project narrative describing the business or organization, local community benefit, the current business challenge, proposed solution and its direct correlation to the grant, and jobs retained or created. The application also requires a budget and general schedule, wages for jobs retained or created, environmental/resource-use information, direct community benefits and confirmation of the required cash match. Application responses may not exceed two pages, excluding the business plan.
Scoring: Wages 25 points; Environmental Impact 25 points; Direct Community Benefit 40 points; Match 10 points.
