Broad Eligibility

Qualified speech-language service providers able to satisfy APS licensing, Medicaid-provider, insurance, business-registration, reference, staffing and submission requirements. The APS opportunity page allows agencies, organizations or individuals.

Atlas Analysis

Atlas Opportunity Score 74/100. N9+ Fit Score 10/100 because tele-therapy is explicitly priced but the procurement is speech-language pathology rather than remote physical examination. Dr. Miltie/QC direct bid remains on hold unless all licensed staffing and mandatory APS requirements are verified.

Opportunity Overview

Albuquerque Public Schools (APS) has an open Speech and Language Services – As Needed – Special Education Department, RFP 27-013 RR. The controlling APS RFP was issued August 21, 2026 and seeks qualified providers for speech-language services, assessments and training on an as-needed basis.

Deadline and Submission

Proposals are due September 22, 2026 at 3:00 PM local Albuquerque, New Mexico time (MDT, UTC-6 on that date). APS requires electronic submission through Bidnet Direct, and the Bidnet Direct date/time stamp is the controlling evidence of receipt. APS states there is no fee to submit an RFP response.

Procurement contact: Robert Russell, 505-878-6123, Russell_r@aps.edu.

Scope

The contractor must provide speech-language assessments, therapy services, teacher consultation and related IEP support, complete required federal and state documentation, and provide progress and Medicaid documentation as required. The cost response includes both a general hourly rate and a separate Tele-Therapy per Hour rate.

Eligibility and Qualifications

Required qualifications include appropriate New Mexico Speech and Language Pathologist and/or Clinical Fellow licensure, New Mexico Public Education Department K-12 speech-language licensure, a Medicaid provider number or completed application, current business registration, automobile and professional-liability insurance, school-hours availability, and three letters of recommendation or references from clients receiving similar services.

Submission Package

APS requires one electronic proposal file through Bidnet Direct. The proposal is limited to 60 pages excluding the front cover, dividers, letter of transmittal and required forms. Required materials include a signed letter of transmittal, evaluation-criteria documentation, price proposal, signed conflict-of-interest/debarment form, signed campaign-contribution disclosure, Byrd Anti-Lobbying Certification for federal purchases, signed confidentiality statement, applicable resident-preference certificate, and acknowledgement of any addenda.

Contract Value, Match and Term

This is a vendor procurement, not a grant; applicant match or cost share is not applicable. APS does not guarantee a minimum amount of purchases and does not state a fixed maximum contract value. Pricing is hourly, including tele-therapy pricing. APS reserves the right to enter into a four-year contract with renewal options, subject to Board approval and applicable law.

Atlas Analysis

Atlas Opportunity Score: 74/100. The opportunity is open, well-defined and clinically adjacent, with explicit tele-therapy pricing and a multi-year potential term.

N9+ Fit Score: 10/100. Tele-therapy is contemplated, but the core work is speech-language pathology rather than remote physical examination, so Atlas does not force N9+ fit.

Direct-vendor disposition: hold / no bid unless qualified. Dr. Miltie/QC Healthcare should not be advanced as a direct bidder unless it can legitimately document access to appropriately licensed New Mexico speech-language personnel, required Medicaid/provider credentials, insurance, business registration, school-service references and all APS submission requirements.
