Procurement contact: Robert Russell, 505-878-6123, Russell_r@aps.edu.
Scope
The contractor must provide social-work evaluations and direct or indirect services for eligible students, supervision when requested in the manner required by the New Mexico Board of Social Work Examiners, IEP-related consultation and services, and required federal, state, progress, billing and Medicaid documentation. The cost response includes both a general hourly rate and a separate Tele-Therapy per Hour rate.
Eligibility and Qualifications
Required qualifications include a New Mexico Board of Social Work Examiners license to practice as a Licensed Independent Social Worker (LISW) or Licensed Clinical Social Worker (LCSW), required supervisor certification, New Mexico Public Education Department social-worker licensure, a Medicaid provider number or completed application, current business registration, automobile and professional-liability insurance, school-hours availability, and three letters of recommendation or references from clients receiving similar services.
Submission Package
APS requires one electronic proposal file through Bidnet Direct. The proposal is limited to 60 pages excluding the front cover, dividers, letter of transmittal and required forms. Required materials include a signed letter of transmittal, evaluation-criteria documentation, price proposal, signed conflict-of-interest/debarment form, signed campaign-contribution disclosure, Byrd Anti-Lobbying Certification for federal purchases, signed confidentiality statement, applicable resident-preference certificate, and acknowledgement of any addenda.
Contract Value, Match and Term
This is a vendor procurement, not a grant; applicant match or cost share is not applicable. APS does not guarantee a minimum amount of purchases and does not state a fixed maximum contract value. Pricing is hourly, including tele-therapy pricing. APS reserves the right to enter into a four-year contract with renewal options, subject to Board approval and applicable law.
Atlas Analysis
Atlas Opportunity Score: 62/100. The opportunity is open and health-adjacent, with a clear school-based behavioral-health/social-services scope and explicit tele-therapy pricing, but it requires specialized New Mexico social-work credentials.
N9+ Fit Score: 2/100. Tele-therapy is contemplated, but the work is social-work and special-education support rather than remote physical examination, so Atlas does not force N9+ fit.
Direct-vendor disposition: hold / no bid unless qualified. Dr. Miltie/QC Healthcare should not be advanced as a direct bidder unless it can legitimately document access to appropriately licensed New Mexico social-work personnel, required supervisor and PED credentials, Medicaid/provider status, insurance, business registration, similar-service references and all APS submission requirements.
