The Alaska Department of Public Safety, Division of Alaska State Troopers is accepting proposals for the FFY 2022-FFY 2025 Edward Byrne State Crisis Intervention Program (Byrne SCIP), ALN 16.738. This local-share competition supports crisis-intervention projects led by eligible Alaska units of local government and federally recognized American Indian/Alaska Native Tribes.
Funding: Approximately $974,000 in aggregate local-share funding is available across the FFY22-23, FFY24, and FFY25 awards. The State does not publish a per-applicant ceiling in the current notice and states there is no minimum award amount.
Deadline: Complete applications must be received by September 25, 2026 at 4:30 PM. The controlling Alaska public notice and RFP state the clock time but do not publish a time zone, so applicants should not infer a later cutoff and should submit early.
Eligibility: Eligible applicants are Alaska units of local government or Tribal government. The RFP defines this to include cities, boroughs, towns, federally recognized American Indian/Alaska Native Tribes, and governmental organizational units such as school districts, law-enforcement agencies, public-health agencies, and local or Tribal court systems.
Program priorities: Alaska DPS identifies five priorities: increasing access to mental-health services for people in crisis; safe-storage and gun-lock initiatives; culturally relevant violence, substance-misuse and suicide-intervention programs; technology that overcomes geographic barriers to crisis intervention; and de-escalation/crisis-intervention training for law enforcement and first responders. Express examples include telehealth initiatives and technology supporting telehealth visits outside hospitals, mobile crisis teams, crisis call centers, triage, behavioral-health deflection and related crisis technology.
Project and budget rules: The anticipated period of performance is October 15, 2026 through June 30, 2027, with a project period not to exceed 10 months unless extended. Budget categories include personnel, travel, contractual services, supplies and equipment. Funds may not be used for prizes, rewards, entertainment, trinkets or monetary incentives, client stipends, gift cards, food and beverages, or unmanned aircraft systems. Federal funds must supplement rather than supplant existing State or local funds. Atlas found no mandatory match or cost-share requirement in the current RFP.
Application package: Required materials include the grant application form, current federal single-audit information, project abstract, project narrative with need/activities/performance measures, prior-project summary, mandatory budget workbook, applicant-agency description and organizational chart/personnel, DOJ assurances/certifications/disclosures, internal-controls questionnaire, indirect-cost documentation when applicable, signatory-authority form, and conflict-of-interest disclosure.

Applicant signal: North Slope Borough Health & Social Services is a strong preliminary Alaska applicant because of its rural behavioral-health, emergency-care, Community Health Aide/Practitioner and grants-management functions.
