The Alaska Department of Health has issued RFP 2027-1600-0078 — Reentry Services for statewide professional services supporting people returning to the community after incarceration. The State’s official public notice says the contract is intended to promote successful community reintegration, improve health and behavioral-health outcomes, and reduce recidivism.
Proposals are due September 18, 2026 at 2:00 PM Alaska Prevailing Time. The solicitation was updated September 4, 2026 with Amendment #1, a revised RFP, Cost Proposal v2, and updated submittal forms. Offerors must acknowledge Amendment #1 on Submittal Form A.
Budget: The revised RFP estimates $2,034,375 for completion of the project. Proposals priced above $2,034,375 are non-responsive.
Eligibility and submission
This is a competitive State of Alaska professional-services procurement rather than an applicant grant. The revised RFP requires demonstrated knowledge of Alaska’s high-risk reentrant population, statewide multi-regional delivery capable of serving 500+ anticipated reentrants, and prior coordination with DOC, Tribal organizations, housing partners, employers, community reentry providers, and statewide behavioral-health agencies. Subcontractors and joint ventures are not allowed. These requirements make a direct Dr. Miltie bid unsupported on the currently verified record.
N9+ assessment
N9+ Direct Vendor Fit: 2/100. The procurement has meaningful healthcare and behavioral-health objectives, but the verified scope is statewide reentry support services rather than telehealth, remote patient monitoring, connected physical examination, or clinical-device procurement. Atlas does not treat this as a viable Dr. Miltie N9+ capture unless a controlling amendment materially changes the service scope.
