The Alaska Department of Health, Division of Senior and Disabilities Services is soliciting proposals for the FY2027-FY2029 Senior Residential Services Program – Region 2. The program funds assisted living homes in remote Alaska communities where long-term care facilities and Pioneer Homes are unavailable, helping elders and other eligible adults remain close to home, family, and cultural connections.
Funding: The State anticipates $205,000 in State General Funds for FY2027 and $615,000 over the 33-month FY2027-FY2029 program period. The solicitation anticipates one award. Current Senior Residential Services grantees are not eligible for this award.
Deadline: Proposals are due September 23, 2026 at 3:59 PM and are accepted only through Alaska DOH’s Grants Electronic Management System (GEMS). The controlling RFP does not state a time zone, so Atlas does not infer one. Written inquiries were due September 14, 2026 at 3:59 PM; the RFP likewise does not state a time zone for that deadline. The project period is October 1, 2026 through June 30, 2029.
Mandatory match: The first-year budget must include matching funds equal to 10% of the proposed Department funds. Eligible sources may include qualifying local cash, local in-kind support, other government or nongovernment grants, third-party or direct receipts, grant income, and Medicaid under the solicitation’s rules. Federal funds may not match federal funds and State funds may not match State funds. Any applicant must document a compliant 10% match. A direct Dr. Miltie applicant path is not viable without Marc approval or an authoritative waiver, and Dr. Miltie is not within the listed applicant classes.
Eligibility: Eligible applicants under 7 AAC 78.030 include State agencies, political subdivisions such as cities, organized boroughs and Regional Educational Attendance Areas, nonprofit organizations and nonprofit consortia, and qualifying Alaska Native entities. Alaska Native entities must submit the required sovereign-immunity waiver resolution. Applicant GEMS records must contain a current Alaska business license and governing-board roster, and applicants/principals must not be debarred or excluded.
Service and qualification requirements: Applicants must operate in a remote Interior Region (Region 2) service area that fills a residential-care geographic gap, maintain State of Alaska assisted-living licensure, demonstrate same or similar service experience, maintain sufficient qualified staffing, and maintain or obtain approval to provide and bill Residential Supported Living services under the Medicaid Waiver when applicable. Required services include intake and assessment, individualized plans of care, skilled-nursing oversight as required, medication management, personal care, meals, activities, community integration, monitoring, incident/complaint processes, client records, care coordination, and Medicaid billing.
Target population: Seniors age 60 and older who are frail, disabled, at risk of institutionalization, or living with Alzheimer’s disease or related dementias; adults under 60 with ADRD; and adults 18 and older with physical disabilities who cannot live independently. The solicitation is intended to address remote-area gaps where local residents otherwise would need to travel more than 50 miles to a Pioneer Home.
Current-grantee exclusion: Alaska DOH’s current Senior Residential Services webpage lists Tanana Tribal Council/Tanana Elder’s Residence and Yukon-Koyukuk Elder Assisted Living Facility in Galena as current SRS grantees. Because the FY2027 solicitation expressly excludes current grantees, Atlas does not treat those organizations as eligible prospects for this cycle.
Source inconsistency to verify: The GEMS solicitation states a project period beginning October 1, 2026, but one program-services instruction tells applicants to upload a timeline for services and activities beginning July 1, 2026. Applicants should seek written clarification rather than assume the earlier date controls.

Any prospect must also be verified as a non-current grantee operating or ready to operate a qualifying remote Interior assisted-living home with the required licensure, Medicaid capability, and a compliant 10% match.
