The Alabama Department of Workforce (ADOW) is accepting applications from eligible institutions seeking Alabama approval for short-term programs under the federal Workforce Pell framework. Workforce Pell expands Pell Grant eligibility to qualifying short-term workforce programs that prepare students for high-skill, high-wage, or in-demand occupations. Health care is expressly identified by Alabama as an in-demand sector.
Application timing and approval sequence
ADOW’s current Workforce Pell page and live application do not publish a fixed state application closing date, clock time, or time zone. Institutions are instructed to apply early because federal approval timelines are outside ADOW’s control. The process begins with an institution’s program-level application to Alabama. ADOW conducts completeness and compliance review, the Secretary of ADOW forwards qualifying applications with a recommendation, and the Governor makes the state approval decision. A Governor-approved program must then receive final federal approval before students can receive Workforce Pell funds.
Eligible institutions and core program requirements
The program must be offered by an eligible institution that has not been subject to a suspension, emergency action, or termination of Title IV programs during the preceding five years. Each proposed program is evaluated separately.
Among other requirements, an eligible program must:
- Contain 150 to 599 clock hours and run at least 8 weeks but less than 15 weeks, or meet the applicable federal credit-hour equivalents.
- Train students for an occupation on Alabama’s current high-skill, high-wage, or in-demand occupation list.
- Lead to a recognized postsecondary credential that is stackable and portable, or is the sole recognized credential for the target occupation.
- Provide academic credit applicable toward at least one certificate or degree program, or otherwise satisfy the published articulation requirements.
- Meet employer hiring requirements through an employer endorsement or qualifying industry-recognized credential evidence.
- Demonstrate at least a 70% completion rate and at least a 70% job-placement rate under the applicable federal methodology.
- Have operated in its current form for the 12 months immediately preceding certification.
- Meet the federal value-added earnings standard and other applicable federal eligibility requirements.
The live application also requires program-specific details including CIP and SOC codes, length, published tuition and fees, curriculum, outcome-tracking capability, credential alignment, employer or industry validation, operating history, and signed eligibility certifications. Programs must be registered with the Alabama Credential Registry before final Workforce Pell approval.
Healthcare workforce relevance
Alabama expressly identifies health care among the in-demand sectors that Workforce Pell is intended to support. This can create a material financing pathway for eligible short-term healthcare workforce programs offered by qualifying Alabama postsecondary institutions, provided each program satisfies the state and federal approval criteria.
Institutions affiliated with the Alabama Community College System or Alabama Commission on Higher Education are directed to coordinate application preparation through their respective systems. Other accredited institutions may apply through ADOW’s application portal.
Funding and cost-share structure
This is not a conventional institutional grant award. Workforce Pell is federal student financial aid available to eligible students enrolled in programs that have completed the state and federal approval process. Alabama does not publish a provider-level award ceiling or mandatory institutional match for the state certification process. The current maximum Pell award cited by ADOW is $7,395, subject to annual adjustment, and student awards are prorated under federal rules.
