Addendum No. 1: DHHL’s September 6, 2026 addendum modified the optional virtual pre-offer conference session times and durations while leaving the solicitation dates unchanged. Funding: Up to $250,000 per request, with $1,000,000 available statewide. Awards are one-time grants with a five-year award period beginning on the effective date.
Submission: Proposals are due Monday, November 2, 2026 at 2:00 p.m. HST and must be submitted by email as PDF or JPEG attachments to DHHL.General.RFP@hawaii.gov. DHHL states that website or cloud-storage links are not accepted. Written questions are due September 22, 2026 at 4:00 p.m. HST, with State responses scheduled for September 28.
Eligible applicants: IRS 501(c)(3) charitable nonprofit organizations registered to do business in Hawaiʻi that meet the solicitation’s Hawaiian Home Lands beneficiary and program requirements. Applicants must demonstrate that a majority of current clients or participants are HHCA beneficiaries and maintain required Hawaiʻi compliance documentation.
